Consulting and complying


In making the proposals outlined in the pages which follow, we are aware of our significant responsibility both to the local communities and the wider environment.


We have many legal and statutory responsibilities to fulfil, and these include obtaining the following:


• Planning permissions from the Isle of Wight Council and Portsmouth City Council • Marine licences from the Marine Management Organisation • Flood Defence Consents from the Environment Agency • Works licence from the Crown Estate Commissioners


As part of the application process, we are proactively and voluntarily preparing an Environmental Statement which will assess the potential environmental effects of the project in accordance with the statutory requirements of the Town and Country Planning (Environmental Impact Assessment) Regulations 2011. The project will involve activities in the vicinity of the Solent and Southampton Water Special Protection Area (SPA), a European Protected Site for the purposes of Conservation of Natural Habitats and Species Regulations 2010. This means that it will be further subject to an Appropriate Assessment being carried out to consider whether it will have any adverse effect on the SPA. We will include with our applications a study to inform the Appropriate Assessment, and Wightlink, in its capacity as Harbour Authority at Fishbourne will complete an Appropriate Assessment in advance of deciding whether to implement the project.


This initial consultation phase is just the start of our public engagement programme. Throughout the coming months we will keep members of the public and the local community in touch with our plans. Between now and Friday 19 June 2015, we will hold public and individual meetings and will carefully review the responses we receive by email and letter. In submitting our applications and engaging with the relevant statutory bodies, we will take account of the views we receive as part of this initial consultation. Thereafter, we will continue to welcome comments and feedback.
