Cato Institute, a libertarian think tank in Washington, D.C. But Trump’s proposed buildup would come with a hefty price tag, Friedman adds, so he’s still likely to face some resistance amid current spending caps. “The two parties would need to
make a deal if they’re going to change the spending caps,” Friedman says.
