n March 10, Secretary of Defense Ashton Carter formally approved the services’ implementation plans* to fully integrate women into the armed
forces, saying, “The military has long prided itself on being a meritocracy, where those who serve are judged not based on who they are or where they come from, but rather what they have to offer to help defend this country.” Topics addressed by the services’ plans include trans-
parent standards, population size, talent management, physical demands and physiological differences, and conduct and culture. The integration of women into combat roles also raises
the question of whether women might be required to regis- ter for the Selective Service System (the draft). Questioned before the Senate Armed Services Committee in early Feb-

ruary by Sen. Claire McCaskill (D-Mo.), Commandant of the Marine Corps Gen. Robert Neller stated, “It’s my per- sonal view that … every American who’s physically quali- fied should register for the draft.” Army Chief of Staff Gen. Mark Milley similarly stated his belief that “all eligible and qualified men and women should register for the draft.” Secretary of the Navy Ray Mabus and acting Army Secre- tary Patrick Murphy were less direct in their responses, saying the topic should be put to a national debate. Although the U.S. officially ended the draft in 1973,
