The Welfare Reform Training Programme


About the Course: The Welfare Reform Act received Royal Assent at Westminster on the 8th of March 2012 and introduced signifi cant reforms to the Social Security Benefi t System including:


• A new benefi t called Universal Credit to replace the current means tested benefi t and tax credit system and introducing a cap on the maximum amount payable.


• The abolition of the discretionary social fund in favour of locally based schemes to address exceptional hardship.


• The abolition of Disability Living Allowance for working age people in favour of a new benefi t known as a Personal Independence Payment.


• Reforming Child Maintenance Services to move to a point where parents are supported to make their own arrangements for child maintenance where possible and charging for the scheme under certain circumstances.


In order to assist advisers to achieve a full working knowledge of the new system we have devised a package of three courses, of which learners can select individual courses or all three as a package. Learners who have previously completed the “Overview of Welfare Benefi ts” course will also be able to avail of the package for the two remaining courses.


Packages: The Welfare Reform Training Programme consists of three separate courses:


1. ½ day course: An Overview of Welfare Reform (see page 31) 2. 1 day course : An Introduction to Universal Credit (see page 32) 3. ½ day course : An Introduction to Personal Independence Payments (see page 33)


Package A This package is for those who have already completed “An Overview of Welfare Reform”. It includes the following 2 courses:


• 15th of April: An Introduction to Personal Independence Payments • 13th of May: An Introduction to Universal Credit


CPD Hours: There are 9 CPD hours available for this package. Package B


This package includes the following 3 courses: • 18th March: An Overview of Welfare Reform • 15th of April: An Introduction to Personal Independence Payments • 13th of May: An Introduction to Universal Credit


CPD Hours: There are 12 CPD hours available for this package.


Fee: The fees for each package are provided below: Package A - There is a charge of £90 to Advice NI Members, £125 to Voluntary and Community Sector organisations and £165 to Private and Statutory Sector organisations.


Package B - There is a charge of £105 to Advice NI Members, £145 to Voluntary and Community Sector organisations and £185 to Private and Statutory Sector organisations.
