We proposed language that required a recyclers license for anyone engaged in, or advertising as being engaged in, the business of selling used parts, vehicle rebuilding, and salvaging. For example, if an individual places an ad in Craigslist or puts up signs advertising they buy junk cars, the person must have a recyclers license.” IAR also confirmed with DOT that to obtain a recyclers license all conditions must be met, such as having a properly-zoned premises as well as hours of service, landline phone, and appropriate permits. “We stressed that licenses can’t be handed out so


easily. The bills were again placed on the debate cal- endar and came up for floor debate in the full House and Senate where the old ‘scrapping’ language was struck from the bills and the new ‘advertising’ lan- guage inserted. This time both bills were passed.”

Technology’s Allen Attemer to provide three months of data concerning illegal activities, such as curb- stoning, automotive services, and automotive parts. They informed the IOWA DOT that they were pay- ing for the data and would provide it to them for their review and consideration.
