Have your say on the proposed East Anglia THREE Offshore Windfarm Statement of Community Consultation


East Anglia THREE Limited, a subsidiary of East Anglia Offshore Wind Limited (EAOW) is proposing to consent and construct the second phase of offshore windfarms within the East Anglia Zone, in the southern North Sea. The East Anglia THREE Offshore Windfarm, one of two projects in this second phase, would be approximately 79km from Lowestoft Harbour to the mid-point of the site and would cover an area of 370km2.


The offshore windfarm will be connected to the National Grid at Bramford via 140km of buried offshore cables and 37km of buried onshore cables. As with any project of this scale, the onshore works relating to East Anglia THREE will result in some temporary disturbance through construction works.


This Statement of Community Consultation (SoCC) has been published in accordance with Section 47 of the Planning Act 2008 and represents the commencement of consultation under Section 47. It explains how we will keep you informed throughout the development process and how you can comment on the proposals and help shape the proposed Development Consent Order (DCO) application for the project. Two phases of statutory community consultation under Section 47 will be held, in autumn 2013 and summer 2014. For the purposes of this first phase, we request that comments are provided on this phase of consultation by 31st October 2013.


The East Anglia THREE Scoping Report, submitted to the Planning Inspectorate in November 2012 provides necessary Preliminary Environmental Information (PEI) in support of this consultation. Summaries of the onshore and offshore aspects of this document, the East Anglia THREE Summary of Environmental Constraints – Onshore, and East Anglia THREE Summary of Environmental Constraints – Offshore, have been produced to assist in consultation.


A further, detailed PEI Report (PEIR) will be published for consultation in spring / summer 2014, and will be made available to the public through publication on the East Anglia THREE project website as well as the Planning Inspectorate website. There will be an opportunity to consult on these documents when they are published.


East Anglia THREE Limited intends to consult with consultees identified within Section 42 of the Planning Act 2008 under a separate phase of consultation, commencing with the publication of the Preliminary Environmental Information Report (PEIR). This approach is viewed as being the most effective and appropriate following the EAOW experience with East Anglia ONE Offshore Windfarm.
