The East Anglia ONE application for consent includes provision for the installation of ducts (piping through which the cables can be pulled) for East Anglia THREE and East Anglia FOUR to be installed at the same time as cables for East Anglia ONE. This would avoid the need to excavate along the cable route onmultiple occasions, and allow the cables to be pulled through at the time of construction of East Anglia THREE and East Anglia FOUR. If this is not possible, cables will be installed for each project on an individual basis.


A further area, which was provisionally named East Anglia TWO, has also been identified as a potential area for future development; however at this stage it is not being actively developed. East Anglia TWO will be developed as a separate project in future phases within the East Anglia Zone at a later date.


The East Anglia THREE project community consultation Planning Inspectorate


The Planning Act 2008 provides a new regime for the development of Nationally Strategic Infrastructure Projects (NSIPs). Under the Localism Act 2011, the Planning Inspectorate is the body responsible for operating the planning process for NSIPs. For such projects, the Planning Inspectorate examines the application and will make a recommendation to the relevant Secretary of State (SoS), who will make the decision on whether to grant or to refuse development consent.


East Anglia THREE Limited intends to submit a DCO application to the Planning Inspectorate to construct and operate the East Anglia THREE Offshore Windfarm. In determining the application, the Planning Inspectorate/SoS will have regard to National Policy Statements for Energy (NPSs). The NPSs relevant to the proposed project are the Overarching Energy NPS (EN-1), the Renewable Energy Infrastructure NPS (EN-3) and the Electricity Networks Infrastructure NPS (EN-5), which were adopted in July 2011. The NPSs set out the need for new energy infrastructure and the issues to be considered for energy infrastructure applications. Given the level and urgency of need for new renewable energy projects, EN-1 and EN-3 make clear that the Secretary of State should assess all applications for development consent for renewable energy infrastructure on the basis that the Government has demonstrated that there is a need for those types of infrastructure. Therefore, East Anglia THREE Limited is not consulting on the wider issue of the need for offshore wind as an energy source, as this is set out in national policy.


One of the most positive aspects of the Planning Act is that it emphasises the importance of consultation with local communities before the DCO application is submitted. The aim of this consultation is to help local communities understand what the proposed development is likely to mean to them and to enable them to provide feedback on the proposed development being considered.


East Anglia THREE Limited view community consultation as vital to good planning. Under the Planning Act we will report on the views of all respondents and explain how we have taken their views into account during the development of the project proposals.
