Clerk’s report The clerk said the parish office’s new opening hours and working hourswere operational (9am-1pm Monday to Thursday); the departing RFO’s duties were being handed over; he had reviewed a draft of the transfer document for Wimpey Field; quotes for tree work at Bell Lane pond had been sought and KCCwas very pleased with the outcome of work there. Play scheme Itwas proposed that the scheme be held for three weeks inAugust (week 1 9am-noon,weeks two and three 9am to 3pm).A request would be made to hire Staplehurst School as a venue. These proposalswere agreed. Surrenden playing field Three quotations for the replacement of the play area surface were discussed and it was agreed to accept option 1, proposed by RTC Safety Surfaces. Village clean-up The datewas set for March 18. Itwas agreed to buy four Volunteer at Work signs. Wimpey FieldA working weekendwas being planned during which low-level branches would be lifted from oak trees in the central areas and some saplings would be removed. Roadstonewas being ordered from KCC to provide infill in a section of the public footpath KM302A.


Suon Valence


Defibrillator The local Freemasons had offered to fund the installation of a defibrillator and the training. The ongoing cost to the parish council would be £150. The parish councilwas delighted with the offer and agreed that the £150 be included in the budget in future years. Youth club Peter Coleman asked the parish council for £400 funding for the youth club’s rent. Itwas agreed to include this in the budget. War memorial play area Harris rail 3was broken and the wooden ladder on the multiplay was roen at ground level – all were said to be low risk or satisfactory. Waste bins The clerk had sent MBC photos of the rubbish around the bins and asked that they be emptied more frequently or a bin installed to replace the removed dog bin.


Harbour play area The MBC report showed everything to be low risk or satisfactory. This would be monitored. The clerk had asked the contractor to look at the first goal post, whichwas slightly loose. Crime report Crimes reported since the last meeting included four thefts of fuel from service stations; a camera stolen from Suon Valence Primary School; an

It is believed the offender(s)were disturbed by the arrival of the owner and left in a hurry. Ditch clearanceA meetingwas still to be arranged with KCC Highways to discuss ditch clearance near Neverend Farm and under road drainage clearance from Pye Corner to Neverend Farm. Cricket pavilion The electrical inspection had now been carried out. Tree works The work at the recreation ground had been completed. Caravan plans Itwas resolved to refuse a part-retrospective planning application for two mobile homes, two touring caravans, a dayroom and vehicular access onto Lenham Road, and for this to be reported to the planning commiee, if necessary. Budget The annual budget was agreed and it was resolved to generate a precept of £19,875 - £52.04 per band D property. The parish services scheme from Maidstone Borough Council had been increased by £154. The total funding will therefore be lower in 2018/18 by £783. Itwas agreed to increase the precept by 1.89% in 2017/18, which would produce an increased contribution of £369. Play area The ditches required clearing and the clerk would contact SteveWaring. The wetpour surface had a small area of damage and itwas agreed to buy a repair kit.


Flytipping Rubbish continues to be left along the verges in Chegworth Road. The clerk would report this.


Yalding


Vicarage Road The developer had sent pictures of styles of properties and a suggested layout for the site and asked for the council’s feedback. Yalding sign The chairman and clerk would hold a site visit to review fonts for the sign. Finger post The post had been delivered and it had been agreed that the parish council would paint it and cross charge KCC. Oast Court Four posts had been bought to protect the verge and fiingwas to be arranged. Itwas agreed to spend £140 to reduce the trip hazard on the traffic calming strip. Council landA householder had put in a gate leading up to Jubilee Field and appeared to have moved the fence. The clerk had sourced the up-to-date drawing


details and had passed them to Cllr Ken Gough. The Old Tip The chairman had the land ownership details and would write to the owner to ask him to pay to close the entrance. If he did not respond itwas agreed to go ahead with this anyway. Lock-up It had been proposed to repoint all surfaces in suitable material; replace the joist at the front; reinstate the front of the roof; cut the overhanging trees and confirm what could be done to repair or replace the door. New bin The clerk had asked Maidstone Borough Council (MBC) to provide a bin opposite the Orchard View Garage, which they would consider. Horses The horses on the field next to the Kintons continued to escape. Itwas agreed to investigate the process to get horses removed if theywere on your land. The RSPCAwas monitoring the horses. Broadband speed The Collier Street exchange now had fibre-optic. Itwas felt that BTwere unable to provide a service thatwas acceptable for the use of modern day technology. The chairman would contact BT. Local plan The inspector would recommend the Glebeland site be included in the local plan. However, hewas sympathetic to the council’s wish to disperse development. The former Syngenta site would stay in the local plan as a brownfield site but for further investigation. The housing allocation for 200 dwellings and any commercial use had been removed. The inspector asked the chairman what she would like to see on the site and she mentionedwell-screened solar panels or some sort of social activity. FloodingA total of 190 residents aended the poster exhibition and 48 feedback forms had been received. Ed Barsley, an architect with an interest in resilient properties, had innovative ideas about Yalding andwanted to present them to the parish council. Speedwatch Several volunteers had come forward and the Maidstone co-ordinator said training could now be done online. Kenward Trust The trust had opened a new café (Sage and Time) and renovated the meeting facilities. Weight restriction Town Bridge had been hit and damaged three times in aweek. The majority of lorries causing the problems were coming from Court Lodge Farm and were illegal. The chairman would ask them to use smaller lorries. Royal Mail vans parking on double yellow lines on Benover Roadwere compounding the problem. The clerk would write to Royal Mail.
