Lenham Road KCC Highwayswas pursuing a request from Lenham residents for a 30mph restriction toWents crossroads. Ulcombe Parish Council had commissioned a survey which showed that the average speed of vehicles on the roadwas already less than 30mph. Road closures The Leeds/Langley road had been closed twice for emergency repairs, creating havoc along the Broomfield Road. The clerk had received a request that if this occurred again, a one-way system with Chegworth Roadwas put into force. The clerkwas to investigate the viability of this. Police report There had been 14 calls to the police between December 19 and January 16. PCSO Maybank had been replaced by John Boyd, whose large area included Headcorn. Handyman The handyman had resigned as hewas finding it difficult to fit parish work in with his own business. The clerk would advertise for a replacement. Parish news Cllr Friend had canvassed many residents, who said theywanted to see the Parish News continue. The clerk would try to publish another edition in March, and a volunteer would be sought to help with future publications. Website The clerk could now update the website to a very basic level. Councillors agreed that theywere happy with this. Facebook Itwas agreed that the clerk should continue to respond to queries on the K&B Swop and Shop site, but felt that a parish council Facebook page could not be managed. Sports field The clerk had reported criminal damage to the grass area by motorbikes. The youths concerned had been identified and the policewere dealing with the situation. The CCTV installationwas to go ahead. Dog waste bins had been removed byMBCbut the co-mingle bins had not been installed. The clerk had contacted MBC. Electronic storage Cllr Darling recommended Microsoft Office 365 at a cost of £7.90 per month. Thiswas agreed and the clerk would buy and install it. However, the clerk said the computerwas already struggling and itwas agreed to discuss a plan to buy a new one at the next meeting. Dog fouling There had been an increase in dog-fouling. The clerk would contact the KCCwarden and Environmental Health, but pointed out that anyone could askMBCto come and clear up dog mess. Potholes Cllr Milton said therewas an increasing number of potholes on Broomfield Road at the junction with the A20 and the vergeswere collapsing. The clerk said anyone could report road damage via the KCCwebsite but she would speak to KCC Highways about the verges.

Development Members of the parish council were to meet with officials from the Chartway Group to discuss the potential layout of the site to be developed at Linden Farm, off Stocke Lane. Village centre The traffic and community safety working group met to start the process of seeking to improve the appearance of the village centre.


East Farleigh


Meetings venue The clerkwas to investigate the possibility of holding meetings at the club on Lower Road, as the Old School Hall was always cold and the chairswere uncomfortable for some. Car park Regarding the small claim the clerk had sent the county court judgement for transfer to the High Court for enforcement. Confirmation had been received from Plexus that a payment of £252 had been authorised so the contractor could go ahead with replacing the gate. Parking bays The councilwaswaiting for a dry period so that the bays could be repainted. Vicarage Lane The chairman had met with the headmaster of the school regarding the parking issues.At times therewas not enough room in the car park so parents had no choice but to park on the hill. The situation would be kept under review. Bridge working party Cllrs JohnWilson and David Hussein had met withDHAand seen the 12-hour video footage of traffic flow on the bridge. All the problems identified so far could be seen – long queues on both sides, head to heads, refusal to giveway, long waits when two trainswere going through, HGVs and LGVs and pedestrians trying to cross. Measures to improve the situation were suggested. Play areas The annual inspection of the Vicarage Lane play area did not raise any issues which required action – all faultswere listed as low or very low risk. BroadbandAresident who had been pursuing the issue confirmed that fibre spine workwas due to start on the Barming cabinet and should be completed in March. WI Hall Itwas agreed to donate £100 to Farleighs WI towards the refurbishment of the WI Hall. Resignation Cllr Steve Shearman had sent a leer of resignation, citing personal reasons. The clerk would take steps to fill the position by co-option.


East Suon


WWIbeacon Suon Valence had asked whether East Suon Parish Council would be interested in joining together for this event. Itwas agreed to accept this invitation. Police report Crime figures for January included the theft of two horse blankets in Chartway Street. There had been a report of nuisance vehicles in Heniker Lane. Highways Posts had been ordered for Morry Lane and would be painted. Mr Cunningham from Highway Serviceswant


to meet the parish council and parishioners regarding the flooding in Boyton Court Lane.Adate would be arranged. Cllr Ireland would report the tree issues in Workhouse Lane and The Old Hollow.


Headcorn


Police report PCSO John Boyd said there had been 57 calls to police during the period up to the meeting. Communitywarden Thewarden had contacted KCC Highways about mud on the road at Hammerstream. Highways did aend, but said itwas to do with planning, whichwas aMBCissue. Lorries Cllr Round raised concerns about lorries in Oak Lane and Grigg Lane. Itwas agreed to report the issue of lorries not adhering to the method statement regarding movement of traffic toMBCand the HSA. Council vacancy Five people had come forward to fill the vacancy. They would be invited to the next meeting. Defibrillators There had been three offers of defibrillators from KALC,Weald of Kent Rotary and Sainsbury’s, which had said they were puing a defibrillator on thewall of the shop. Other suggested sites included the village green; the village hall; the station; the telephone box on the High Street and somewhere in the Brooklands area. Information would be provided for the next newsleer and parishioners would be asked for ideas about where to site them. Mill Bank The clerk reported three accidents in one day at the junction with Kings. Highwayswere satisfied that the junction was as it should be. Payphone removal Memberswere to investigate if therewas a consultation notice on the box on the corner of High Street and North Street. Concernswere raised about the unreliable network coverage in the village and the possible use of the box as a defibrillator site. The clerk would contact BT. Oak Farm GardensAresident had wrien to complain about the impact of the Countryside development and how close the new properties are to hers. She had also wrien to herMPand the council. The clerk would monitor the situation. May Fair Headcorn Primary Schoolwas taking over the May Fair from the Scouts and it would run on the village green. It would be a joint effort between the school, the governors and the PTFA. Itwas agreed that the Parsonage Meadows car park could be used as long as theweatherwas notwet. Communications group The clerkwas asked to add some pictures from Facebook and Twier to the noticeboard andwebsite. Speedwatch Therewere more volunteers this year. Cllr Lavender said hewas holding back on training until the volunteerswere confirmed. Footpaths Cllr Mather said the Culpepper Court path and the path to the dentistwere potholed and both needed resurfacing.


Langley


CommunitywardenWelfare visits continued to vulnerable residents. Therewas a discussion highlighting the benefits of a volunteerwarden scheme for the parish. Police report There had been three crimes in the month before the meeting. Due to the number of parishes PCSO John Boyd had to look after, his aendance at parish council meetings would be limited.
