Police report The clerk had received a list of recent crimes which included the theft of a vehicle in Beverley Road; a theft from a shed inWesley Close; a theft from a home in Abingdon Road; criminal damage at a house in South Street; theft by finding in North Street; and three reported crimes in commercial premises on the Tonbridge Road.


Resignation Cllr Martin Greenwood had had to resign from the council due to work commitments. However he did intend to rejoin the parish council once his work had calmed down, if a positionwas available. Cllr Hyndman nominated Cllr Manser as the new vice-chairman and thiswas seconded by Cllr Vizzard. Pavilion kitchen The revised quotewas ratified and Cllr Manser said the units had been ordered. The kitchen was due to be fied in January. Draft budget 2017-18 The clerkwent through this with members. There would be no increase in the rent for hiring the pavilion or parish hall and the allotment rent would be kept the same. An increase of £25was agreed for the fees for Barming Youth Football Club for the 2018-19 budget. Grounds maintenance Cllr Manser proposed to accept the increase in charges of £21.56 and thiswas agreed. Medway Valley Line Itwas agreed to match last year’s contribution of £75. Cllr Vizzardwas nominated as the new MVL representative for the parish council. This was agreed. Noticeboard The board by the river had been ripped out, the mapwas missing and the remains had been thrown in the mud by the contractors. The clerkwas to take this up with Colin Finch.


OFFENDERS trying to break through a door at a property in Adisham Drive, Allington, were disturbed and ran to a vehicle and left the area. A vending machine was vandalised and


cash and notes stolen at Maidstone Hospital in Hermitage Lane. A ladies blue mountain bike was stolen


from the doctor’s surgery in Bower Mount Road, Fant. Jewellery was stolen from a house in Bev-


erley Road after entrywas gained through a smashed patio door. A white Carrera bicycle was stolen from


where it had been secured outside a leisure centre in Barker Road. A VW Golf was broken into in a car park


in London Road and some small itemswere stolen. ASeat Leon parked on a driveway in Ton- bridge Roadwas damaged. In Church Street, someone attempted to


break into a shed but no accesswas gained. A sign was damaged at a restaurant in


Week Street. Two Asus laptops were taken from the support centre in Marsham Street. In Brenchley Road, damagewas caused to


a residence. A blue Dacia Sandero was damaged in a


car park in Sittingbourne Road. A car parked on the roadway in Tarragon


Roadwas keyed and a tyrewas damaged. In Gainsborough Drive, the wheel arch on


a Mercedes A180 parked in the road was damaged, possibly by another vehicle.


Loose


Volunteer supportwardens Community warden Liz Lova said KCCwas looking for about 12-24 volunteers for the VSW scheme, details of which had been circulated to members. Volunteers would work with the communitywarden to be extra “ears and eyes”. Sharing the scheme with a neighbouring parish would be an option. Therewere concerns about the cost and whether the scheme would eventually make paidwardens redundant. Itwas agreed to pass the comments on to KCC. Cold callers Liz Lova said cold callers continued to be a problem – scams with poor ID and home security. Shewas happy to provide security advice if necessary or to give talks to local community groups. CCTV Following an aack in Shepway Cllr Sue Grigg had investigated the possibility of CCTV alongside the Brooks in Loose Village. However, the cost would be £20k, so itwas not a viable option. Other options were available, and fundingwas possible. Damaged fenceA fence had been damaged in the car park after youths had been riding around in the industrial bin. Greenway Public rights ofway officer Colin Finch would not be looking at extending the Greenway cycle route in Loose but would be looking at making the pathway morewalkable. Old Loose Hill There had been problems with dust carts and grier lorries not being able to access the hill due to parked vehicles at the top. Double yellow lines were suggested on one side of the road. It was agreed to write to KCC Cllr Eric Hotson for his views. Phone boxes BT would be removing redundant phone boxes in the village. This would not include the red phone box on the village green, which is owned by the parish council.


Tovil


In the last issue of Downs Mail, we erroneously printed an old parish report from Tovil. Many thanks to readers who pointed out our mistake and we regret any confusion this may have caused. Annual meeting The date of the next annual parish meeting was set for April 24. Itwas suggested that the meeting adopt a new format with an exhibition-style appearance. This would be discussed further before the meeting. Voice recorder Itwas proposed and agreed to allow a maximum amount of £150 to be spent on a voice recorder and the associated transcription equipment for the purpose of recording council meetings. The admin team would source the appropriate equipment. Storage shedA maximum of £750was agreed for the purchase of a shed, by six votes in favour and one abstention. New computer Itwas agreed to authorise the purchase of an additional desk top computer to a maximum cost of £1,000. Admin would supply details of units to Cllr Mallison for purchase. Parish planters The chairman said this task was now incorporated into the grounds maintenance contract. Recording of meetings Following a discussion regarding filming of parish council meetings, councillorswatched a clip of a recording of a neighbouring council’s meeting. Therewas a vote on recording Tovil Parish Council meetings, with three in favour and four against. Tree works Hayle Park Nature Reserve had been carrying out tree works at Hayle Mill Coages. Thiswas in line with the management plan.A new fence and gates were to be installed which itwas hoped would deter fly-tipping.

Damage was caused to a vehicle in Brunswick Street. A vehicle parked in Arundel Square was broken into and property stolen. Itwas later recovered. Avehicle parked in London Road, Alling-


ton, had a wing mirror smashed. A packed suitcase was stolen from a car parked on a driveway in Stevenson Close. The casewas recovered without the contents. Someone broke into a restaurant in Pud-


ding Lane and stole several bottles of spirits. In Lower Stone Street, a green Toyota


Hilux (Y604***)was stolen from a car park. A vehicle parked in the road in Buckland


Hillwas keyed. A Seat Altea parked in a car park in Bazalguette Rise, Fant, was broken into and a Blaupunkt 49in TVwas stolen. Ablack and silver Carrera pedal cyclewas


stolen from a garden in Old Tovil Road. In Lower Stone Street, a homewas broken into and a JVC TVwas stolen.


A white and black Carrera bicycle was


stolen from where it was secured to a bike rack in Union Street. A house in James Street was broken into

from a garden in Tonbridge Road. A red Mercedes Benz C class mobility car


was damaged on a driveway in Bower Mount Road, Fant.
