The chairman thanked the deputy clerk for her hard work and perseverance. Footpath Complaints had been received about the poor state of the path between the rear of Copper Tree Court andWalnut Tree Lane. Detritus had been left on the footpath. Itwas suggested that KCC could put up a bollard to stop vehicles going down it. Memorial Thewar memorial in the closed cemeterywas to be listed. Further details were awaited from Historic England. New councillor Susan Luckhurstwas co- opted onto the parish council.


Marden


Crime report There had been 12 crimes since the last meeting: four thefts from vehicles; three burglaries other than dwellings; two cases of criminal damage; two thefts and a theft of a fork lift truck. Other incidents over the past month include an abandoned vehicle in Goudhurst; nuisance youths in Paenden Lane; several reports of a 13-year- old sleeping rough and reports of issues at The Cockpit and Maynards area with children entering the building site.An operation had taken place in the village with unmarked police vehicles resulting in two arrests at the station, with drugs and money being recovered. Local needs housing The clerk had emailed Golding Homes and the transfer of landwas due to have taken place. Itwas envisaged that work would start in December/January. Street naming Itwas agreed that names of wild flowers would be used for the Stanley Farms development. Itwas also discussed to look at cricketers, hockey player or tennis players for the Marden Cricket and Hockey field development and doctors and headteachers’ names for the Howland Road development. Trevor Simmons The clerk had been approached by Peter Hall following the death of Trevor Simmons asking if the council could consider naming a road/path on the Parsonage site after him. As the road names had been agreed itwas proposed that the pathway leading from the development towards the open fields would be named after him. The clerk would contact Redrow to confirm that thiswas acceptable. Fingerpost refurbishment Information had been received as to what workwas needed on the cast iron fingerpost. Councillors agreed to accept the quote and the clerk would speak to Kent Highways over the concerns of safety and vegetation clearance. Dog bins The clerk had provided details of what bins would be removed and which would be replaced. Itwas agreed that the main prioritywas to keep a bin in the playing field by Morello Path as the bin at the far end of the playing field had been removed. Councillors would also like to see the one in Albion Road remain.


Staplehurst


Headcorn RoadAreport on traffic flow and whether to extend yellow lineswas discussed. Itwas agreed that a leer should


be sent to residents seeking their views on parking restrictions further along Headcorn Road from the crossroads. Community paybackAn invitation had been received to submit community projects. Suggestions included: the clearance of material arising from work at Bell Lane pond; the cuing of branches and laying of roadstone on footpath KM312;weeding of pavements on the A229; cleaning of road signs; work on the youth club site and lier collection on rural lanes. Parish surgery Subjects raisedwere: the vacancy on the parish council; the proposed development south of Marden Road; faded line markings at the crossroads; perceived lack of awareness of the Neighbourhood Plan. Merit awardAlocal achievement award schemewas suggested and discussed. Itwas agreed to draw up a proposed scheme to reward service to the community.


West Farleigh Resignations Chris Stockwell had had to


resign due to health reasons. Cllr Sco thanked him for his help and wished him well. Cllr Sco also reported that Tim and Christine Hill had now moved from the village and wished them luck. Police report There had been four crimes: two thefts by finding, one burglary and one aempted burglary. Teston Bridge Cllr Sco reported on the damage to the bridge. Therewas a discussion on the possible option for dealing with lorries, including surveillance cameras and a width restriction. Cllr Martin did not feel the surveillance camera would help as no one seemed prepared to take enforcement action. Play area The cost of groundworks had put the cost of replacing the roundabout up to £6,380, whichwas more than the council had anticipated. Playdale had been asked to quote for a Rotabounce as an alternative. Cllr Johnson suggested that another option might be to buy some toddler equipment. The toddler and junior swings needed greasing urgently. Therewas a crack in the wet pour surface and the picnic tableswere roen in places. The seat of the Roland Phillpot memorial benchwas roen. Cllr Merri felt most of the work could be completed by parish councillors. Cllr Sco proposed that £300 be set aside for materials. Thiswas agreed. The clerkwas asked to contactARD Playgrounds again to get a quote for the repair to thewet pour surface. Verge maintenance There had been a large number of complaints about the state of the verges. Kent Highwayswas only cuing back 90cm along the verges and some areas were only being cut back once a year. Cabinet member for highways Cllr Mahew Balfour had said he would look into this. Coffee morning Cllr Sco thanked Cllrs Morgan and Swan for organising the coffee morning. However, there didn’t seem to be much feedback for the parish council on local issues. Itwas suggested that the events be held every three months. Cllr Swan suggested that they be advertised in Lifeline and thiswas felt to be a good idea. Itwas also agreed that the events should include Cllr Martin’s Lambing Day. Football matches Cllr Merri said there had been 34 cars parked along Charlton Lane recently whilst the Saturday morning football matches took place. The new car park had also been full. He said thiswas to


be expected as about 20 different teams took part but the issuewas only once every five to sixweeks during the season and Nu-Venture was happy with the parking arrangements. Charity day Cllr Martin reported on the fundraising day at the Tickled Trout. Lots of villagers aended and the pub had put a lot of effort in to being part of the village. Itwas noted that disabled access had been an issue and should be arranged. Trees The trees that had been plantedwere doingwell. The new owners of Court Lodge Farm had confirmed that the trees would be protected as long as they lived there.


Yalding


Syngenta site The hedge had been cut and the fence re-erected but the chairman would chase for a meeting. The old pavilion had been removed from the playing field. Town bridge The chairman had spoken to Amey who would be able to offer advice. Jubilee field The owner of 1Wayside Coage had put in a gate leading to the Jubilee Field and appeared to have moved the fence The Old Tip The chairman had the land ownership details. KCC had agreed to undertake work to the dangerous trees and bill the owner as hewas not responding to correspondence. The parish council would write to him to ask him to pay to close the entrance. Fishing club Cllr Ken Gough would work on providing the parking and ascertain if 28 days parking would be sufficient which would mean planning permission would not need to be sought. Benover RoadAresident had concerns about the traffic speeds on Benover Road and had offered to join the Speedwatch team. The chairman would sent out a request via Parish News for other volunteers so that a training course could be set up. WI tree The WI had decided on a hornbeam tree and councillors agreed thiswas acceptable.Ameetingwas to be held to agree the location. Lock-up Councillors visited the lock-up to discuss any required work. Itwas proposed to repoint all surfaces in suitable material; replace a joist at the front; re-instate the front of the roof; cut the overhanging trees; and repair or replace the door. Speed limit Collier Street Parish Council had wrien to support the proposal to reduce the speed limit along the Benover Road. Cllr Paulina Stockell agreed to support it both in principle and financially. Kintons bollard Cllr Gough and Community Payback had managed a project to install a bollard at The Kintons to protect the cricket club containers. The parish council provided labour and funded the project. The cricket club agreed to a grant. Bin requestArequest had been received for a bin outside the Environment Agency building on Hampstead Lane, opposite Orchard View Garage. The clerk would ask Maidstone Council to provide one. If they refused, a quote would be obtained to provide and fit a bin. Scout project The Beult group had asked for a community project and the chairman had suggested they get involved with the parish clean-up. Once the village hall had wifi they could perhaps give computer classes. Life ring The life ring at The Anchorwas missing. The Environment Agencywas aware and the chairmanwas to chase this.
