an increased setback, changes to fencing material and height, the addition of trash bins and baggy dispensers, upgrades to the mulch ground cover, and [shaded] seating” provided by two pergolas. Ferrero-Pham says the park is years away

from completion, for still to come are a per- manent off-leash dog park, a community garden, a new police substation, and relo- cated basketball courts; these features have already been approved by the Park and Rec- reation Department.

SUZANNE LEDEBOER MIRAMAR

In like Gwynn All-Star Padre’s museum to open soon It’s been a year since plans were announced for a museum commemorating the life and career of Padres legend Tony Gwynn, and construction is now underway. The TAG Foundation (named for Gwynn and his wife Alicia) announced plans to open the Tony Gwynn Museum prior to Major League Baseball hosting its 2016 All Star game at Petco Park the weekend of July 12. Miramar brewery AleSmith will house the museum within its 20,000-square-foot tasting

room, and entry will be free to the public. The late slugger’s family will contribute baseball artifacts spanning his career, including the first ball he hit as a major leaguer, and the last. Also on display will be at least some of the 15-time All Star’s seven Silver Slugger awards and five Gold Gloves. According to a representative of the foun-

dation, rotating exhibits will highlight special achievements from the first-ballot Hall of Famer’s 20-year career, including pursuit of his milestone 3000th hit (that ball will be on display as well). Others will focus on other parts of Gwynn’s career, which involved stints as a student athlete and coach at SDSU. Even the ballplayer’s Little League years will be covered. AleSmith’s connection to Tony Gwynn

began before his death in 2014, when he col- laborated with brewery owners Peter and Vicky Zien to produce .394 Pale Ale, named for his 1994 season batting average, which stands as the best single-season batting average in the major league over the past 75 years. In the AleSmith video, Peter Zien said,

“We had heard that there were plans to have a Tony Gwynn memorial museum. I at the time was just signing this big lease for our new [105,000-square-foot] place. I thought I would offer up the space here. it seems like just a natu- ral place to have it.”

IAN ANDERSON MISSION BEACH

Community competition for clever developer

Alleged mathematical manipulations Thwarted by a developer’s success at bypass- ing a full neighborhood-level review of the plan for 63 new homes on land where the Mission Beach Elementary School once stood, the Mission Beach Precise Planning Board voted February 16 to send competing docu- ments to the city council before it votes on the development. While the board is not optimistic that the developer’s plan will be hindered by their proposed amendment to the Planned District Ordinance for Mission Beach, the board is concerned that the developer’s version of the document excludes the neighborhood’s story of being created and designed under the watchful eye of John Spreckels. McKellar-Ashbrook LLC plans to build

the residences in 30-foot tall buildings on the 2.3-acre lot purchased from the San Diego Unified School District for $18.5 million two years ago. Without finishing the planning- board process, the developer took the project to the city’s planning commission and won approval on January 21. The planning board says the developer

asked the city to remove its staffer, who had been in charge of providing material, guid-

ance, and plans to them. Then, the city didn’t assign anyone else to support and communi- cate with the group. The alleged bureaucratic screw-up led to the planning board not get- ting communications and documents from the city. “The developer said we weren’t respond-

ing to them in a timely fashion and just took the project straight to the planning com- mission, where they got it approved,” says planning-board member Dennis Lynch. The local planning board had two big

issues with the project, both of which came down to what they saw as mathematical manipulations. By counting the alleys and sidewalks as part of the living area, the devel- oper was able to add hundreds of square feet to each unit, boardmembers said; and, by splitting the single property into two pieces, the developer was able to reduce how much of the 2.2 acres had to be used for a public park from more than a third of an acre to about one fifth of an acre. The residents and the board plan to appeal

the project and to oppose it when it goes to the city council. “The developer moved forward on the

project faster than we could act on it,” board chair Debbie Watkins said before the unani- mous vote.
