Crime report Cllr Malcolm Greer queried why an incident in Blind Lanewas not included and the PCSO would investigate. Gibraltar FarmAleer of objection would be sent to Medway Council regarding an outline application for 450 homes at Gibraltar Farm, Ham Lane, Hempstead. Stables Maidstone Council had approved the erection of replacement stables, hay barn menage, hardstanding, mobile home, day room and touring caravan for gypsies at Cherry Orchard Stables, Dunn Street Road. Maintenance KCC Cllr Paul Carter would pay £1,000 towards keeping the village tidy. Weed spraying This would be done before the end of the year, then three times next year and twice in 2017. All roads in the village would be included. The mechanical road sweeper would visit once this year after theweed spraying.


Broomfield and Kingswood


Tall Trees Norman Coles had forwarded his report on the valuation of the leased area of Tall Trees. He recommended that valuation for each piece of landwas £10,000 and offered to negotiate with tenants on behalf of the parish council. Councillors agreed that the clerk would put the valuation to the tenants and offer the services of Coles estate agents as negotiator. Police report PCSO Thomas Maybank had been to the school to monitor parking during peak times and had requested uniformed officers to aend to advise parents of their poor parking etiquee.Agroup of youths at the sports field had been smoking cannabis and this had been reported to their parents. Ward councillor The clerk had emailed borough Cllr Gill Fort to request that she pursue the determination of the outstanding planning application for Oaklands and also the tree preservation order for the footpath to the sports field. Neighbourhood plan Itwas hoped to hold a referendum in January/February 2016. Sports field The play equipmentwas in place. The Levercrest areawas dismantled but still needed some holes backfilled. The fencingwas almost complete but required three additional posts, which John Baker would collect from Jacksons and install. Peter Pease CloseAn application had been received by Orbit for the purchase of a one- bedroom property. However, the applicant did not have the required local connection but lived in Bearsted. Orbit requested that councillors consider allowing this to be purchased outside the S106 agreement as it had been empty for some time. Detling


Rubbish bins The problem with the rubbish bins in the parish had been resolved. KCC report KCC Cllr Jenny While spoke regarding the highway scheme drawn up for the top junction with the A249. The highways engineer dealing with this had left KCC and the scheme had been taken over by KCC officer Michael Heath. The chairman stated that the parish councilwas happy with the scheme as drawn up. Cllr While would arrange a meeting with Mr Heath. Regarding the A249 Scragged Oak Road junction, KCC officer Richard Emmewas to aend a site meeting to consider further. Police report PCSO MaAdlington would be covering Detling, Thurnham, Boxley and Bredhurst. Cllr Kennard spoke regarding the problem with parking in PilgrimsWay due to car sharing, whichwas causing parking congestion. As the carswere parking legally, the police could take no action. GeocachingAn organisation had sought permission to install geocaching units in Horish Wood. Thiswas agreed. ParkingAresident spoke regarding problems caused by vehicles at the junction of Hockers Lane andWare Street. Cllr While said she understood that this maer was being dealt with by a resident whowas going to liaise with the nursing home he believed to be responsible for the problems. The clerk would liaise with the PCSO to see whether the area could be monitored. Village hall The Christmas fair would be on December 5, 2pm-4pm. The parish council would have a table and councillors would each donate a bole of wine for the raffle.A key safewas being installed by the back steps of the village hall and a code would be given to the parish council. The parish councilwas asked if it would consider leing the village hall have some space from the playing field for additional parking. The councilwas against this use. Finance Cllr Bowie passed an envelope containing £92.05, the profits from the boot fair, to the clerk for banking, andwas thanked for her work. Downswood


Police report There had been a report of criminal damage in Redsells Close and theft from a vehicle in Gorham Drive. Planning KCC Cllr Gary Cooke said that any new planning applications for the area would be refused on highways grounds. He said traffic surveys all pointed to the need for the Leeds-Langley relief road. Speed survey The survey showed that the road infrastructurewas at full capacity.A leer would be sent to KCC stating the parish council’s view that the road network was overstretched and KCC should not be


supporting further development. BinsAbranch from an ash treewas touching the bin at the Jubilee triangle.Abin was overflowing at the top of Church Road. Budget suggestions The suggestions for the 2016/17 budget included: installation of steps at the junction of footpaths KM80/KM86 (£800); duck house (£700); five bat boxes (£75); memorial stone (£500); hedges (£450); grass cuing (£300) and a motif for Deringwood Drive (cost unknown). Tree planting Cllr MartinWeeks’ plan to buy a cypress oak and stake, soil and soil improver for about £70was agreed.Adate was suggested for planting. Defibrillator The locationwas agreed as on thewall to the left of the door at the community centre. It would be housed in an unlocked cabinet. TheDCAwould be asked to nominate a member of staff to carry out the required checks. Christmas events Richard Youngwas thanked for his generous offer of £500 to fund two light motifs. Mr Young had selected the motifs which would be installed on columns in Church Road. Due to the new lower cost of buying motifs and free storage, itwas agreed to rescind the previous decision to hire the motifs. Play area Cllr Gordon Newton confirmed the equipment would be provided for Foxden in 2015/16 and Mallards in 2016/17. Ambilly Tree Surgeons had been asked to provide a quote for the Foxden Drive hedge. StevenWaring had said there would be an extra cost of £172 to trim 60cm off the top. Further to the offer by a resident of Longham Copse to contribute towards the work, £100was suggested. SSSI The officer from Natural England had suggested there might be funding for an interpretation panel at the site of special scientific interest. The group would be asking KCC to make part of the footpath safer. Itwas confirmed that the majority of trees could be cut down and treated with chemicals to stop regrowth. Green projectAfigure of £5,300was suggested for solar panels with a geothermal pump costing between £27,000 to £40,000.


Harrietsham


Libraries scheme Communitywarden Martin Sherwood reported on KCC’s library scheme “Touch a new World” for those who are housebound or disabled. People joining the scheme are loaned a tablet to enable them to have some IT training at home. Meetings Cllr Colin Przystupa spoke of the benefits of recording the meetings and uploading them online for residents to view. Itwas agreed to go ahead with this. Cllr Przystupa said the council would need to buy suitable recording equipment. Itwas agreed that if the Remix equipmentwas unsuitable the council would buy equipment up to the value of £500. Village survey Cllr Przystupa said a survey was underway listing fiveways that the parish council could communicate with residents and asking people to put their three preferred options in priority order. Harrietsham in Bloom Cllr Glenda Dean had aended the group’sAGMwhere the possibility of plant tubs being damaged by the A20 improvementswas discussed. Itwas suggested that hanging baskets might be the solution and a competition would be held. WoodlandsWalk There had been a meeting with Losa and Loder to discuss the work
