Langley


Planning Paul McCreery was appointed to formally respond to two planning applications for a maximum cost of £500. The applications were for 40 dwellings on land south of Horseshoes Lane, Langley and for five dwellings on land south of East Green, Langley. Appeal Regarding the Coach House, Back Street, Leeds, it was agreed to obtain a quote from Paul McCreery to respond to this.


Police report There had been one crime – a common assault at the recreation ground in Horseshoes Lane. Speeding Some Langley parish councillors met with Guy Rollinson. They visited six locations where Speedwatch could be carried out and had a training session, which means they are covered by insurance. It was hoped that funding could be found for the equipment. Development having started along Sutton Road, parish chairman Cllr Cheryl Taylor- Maggio would request a 30mph speed limit on it through Langley. She would ask for this to be on the Joint Transportation Board agenda. Farewell Cllr David Burton informed members that he did not stand for this year’s parish council election and that this was therefore his last Langley Parish Council meeting. Cllr Taylor Maggio expressed thanks, on behalf of the council, for his hard work over many years. He would be missed.


Linton


Honours board The lettering on the honours board in the village hall would be done in the next week. Phone box BT had placed the phone box outside the village hall on its schedule for repainting. CCTV The clerk was liaising with KCC Cllr Paulina Stockell regarding grant funding for this project. Redwall Lane Fly-tipping had been reported to Maidstone Council. Cricket club Parish chairman Clive Baxter had held an informal meeting with the chairman of Linton Cricket Club regarding the possibility of assistance over the future of Linton Cricket Ground. Concerns had been raised that the ground might be sold at the end of the lease. Representatives from the club might attend the parish council meeting to speak about this. Planning Regarding an application for two mobile homes, utility blocks, touring caravans, stables and open paddock area at Stilebridge Paddock, Stilebridge Lane, the parish council would raise objections because of visual impact and detrimental effect on the countryside.


Loose


Grit bin Funding for a new grit bin had been agreed by KCC Cllr Eric Hotson


from his member’s grant for the section between Linton Road and the Loose Nursing Home, subject to a site check. Crime The clerk would obtain crime figures which had not been provided since November 2014. Fete The events committee was trying to obtain funds in advance of the fete.Ward and Partners was prepared to offer sponsorship by erecting boards, which look like For Sale boards, on properties to advertise the event. A minimum of 20 people were needed to agree to have these. Older people The older people’s mapping exercise was discussed and it was suggested that members look into this matter further to see if any services were provided for people aged 65 or over in the parish. It was also suggested that community warden Liz Lovatt may be able to help with information. Equipment The caretaker was not happy to visually check the new play area/exercise equipment as he did not feel qualified to do so. The clerk pointed out it was not in his job specification to do this task. The insurer stipulated that the check should be done regularly. After further discussion Cllr Malcolm Summers said he would look at the equipment every 10 days. Further discussion would take place. Painting Quotes were being obtained for the painting of all the bins and treatment of benches throughout the parish.


Marden


Software Chris Makin, managing director of Pear Technology gave a detailed demonstration. Police report There had been five crimes since the last meeting – three theft, one non-dwelling burglary and one criminal damage. PCSO Nicola Morris was continuing house visits and following up with Golding Homes regarding tenancy and anti social behaviour issues.A vehicle, stolen from Biddenden, had been found burnt out in Sherenden Lane and two lorries, stolen from Tenterden, had been located in Howland Road. Chainhurst speeding Mr Goda, a Chainhurst resident, raised his continuing concerns over the non-contact with Marden’s county councillor regarding this issue which had first been raised at the end of 2014. Some correspondence had been received from Helen Grant. It was suggested that residents sign a petition to the Joint Transportation Board. Public conveniences These were now finally open after refurbishment. The caretaker and clerk were thanked for undertaking the final clean. Napoleon Drive play area transfer Taylor Wimpey had agreed to the parish council’s request for a £17,500 payment, legal fees paid and work undertaken on the equipment to comply with the safety check. All councillors are welcome to attend a meeting at the playing field on June 27 to consider how section 106 funds could be spent. Mounting block Kent Highway Services had stated there would be no cost to the parish council for the repair and reinstallation of the mounting block.


Staplehurst


FootpathA resident spoke about a possible footpath from Station Road to Greenhill and said he was willing to give up land to help facilitate it. Recognising that other properties would have to be involved, councillors asked that appropriate contact be made with potentially affected parties and land searches undertaken. Neighbourhood plan Questions had been raised about proceeding with the neighbourhood plan, notably about Maidstone Council’s decision to grant outline planning permission for development on Hen and Duckhurst Farm. Following a detailed discussion, members voted to pursue work on the plan, to seek a meeting with the developers and to ask them to hold an open meeting. Caretaker’s report The caretaker had cleared higher volumes of rubbish during the school holidays. The second stage of repairs and repainting of the skate park was underway. Oliver Road TaylorWimpey was continuing excavation of the pond. Councillors agreed to pay £100 for a review of the trees around the edge of the site. Parking Residents had raised concerns about cars parking in George Street while work on the unmade car park at the station was taking place. Cllr Peter Spearink advised that more vehicles were parking on Lime Trees too and that he had contacted Maidstone Council parking operations. The clerk confirmed that police were aware of the situation. Councillors agreed to keep the situation under review once the station car park reopened. Development A representative of the owner of land at Lake House, Iden Park, Cranbrook Road gave a short overview of ideas for development of nine executive homes on the site which is bordered by footpaths and the A229. An indicative layout plan showed access onto the A229 and a potential site for allotments. The site had been submitted twice in response to land calls by Maidstone Council but had been rejected on both occasions.


Sutton Valence


Warden’s report Community warden Dawn Riach-Brown reported that the boxing programme after the youth club as going well. She was congratulated on winning a KCC chairman’s commendation award. Post Office tea party A letter of thanks was received from the daughter of Joyce Vaughan. The chairman thanked the WI and Jubilee ladies for their cake making. More than 100 residents attended and a presentation was made to Mrs Vaughan who had worked at the post office for more than 50 years. Fence The fence in the top north east corner of theWar Memorial Play area and field had come down and needed replacing. Jubilee committee Due to a lack of helpers, and the fact that the primary school wished to have its own fete, the Jubilee committee was proposing that there would not be a fete this year.
