Countering extremism in the UK: a focus on Channel programme

Preventing terrorism is everyone’s business
n a year that has begun with the shocking attacks in Paris resulting in the deaths of 17 people, followed by further incidents in Belgium and Denmark and preceded by
the Sydney siege, Nigerian bombs and the Pakistan school slaughter, it is clear that the threat from terrorism will be a constant throughout 2015. With this in mind, the focus for this edition is counter terrorism and the role everyone has to play.
The threat continues to be significant: Phillip Hammond, Foreign Secretary, recently highlighted the concerns, "There's a very significant risk of an Isil-inspired attack being planned and, if we are not successful in intercepting it, executed by Isil sympathisers who live in the UK but are inspired by what is going on in Iraq and Syria.
"Of course, our security and intelligence agencies, our police forces are working tirelessly around the clock to monitor, to identify, to intercept and to disrupt plots of this nature, and we've been very successful in doing so, but we mustn't be complacent.”
The Unity March in Paris following the terrorist incidents there demonstrated how confronting terrorism is the responsibility and business of us all. In support of the security efforts from all organisations, we take a 360- degree look at counter terrorism, beginning with a call from Sir David Venness for a sharpening of the corporate security posture.
We drill down on the critical aspects of security, including Mike O’Neill emphasising the importance of security reviews, Chris Needham-Bennett discussing resilience planning and City of London Police providing advice on the insider threat in relation to counterfeit and forged documentation. Julian Simmonds highlights the links between cyber crime and terrorism. Dr Afzal Ashraf of RUSI examines the implications of the current picture for corporations and high worth individuals.
A key component to the UK’s approach is preventing the radicalisation process of UK citizens in the first place and we include an article examining the Channel programme. We also cover how the Fire and Rescue Service stands shoulder to shoulder in the response to terrorist incidents and examine how local authorities support those directly involved in incidents.
In addition to the ideas and opinions offered here, we also suggest that our readers keep up to date with the Centre for the Protection of the National Infrastructure (
cpni.gov.uk), the National Counter Terrorism Security Office (
gov.uk/government/organisations/national-counter-terrorism-security-office) and your local police force CTSA (Counter Terrorism Security Advisor).
