Plan Following further discussions and agreements with the landowners before Christmas, a final proposal for the neighbourhood planwas put forward to Maidstone Council. The amended plan has been forwarded to Maidstone Council for its agreement so that its consultation period can commence. Policing No crimeswere reported in the previous month, but two incidents of anti- social behaviour involving nuisance youths were reported in CharlesfordAvenue and Gravelly Boom Road. Complaint The response received by a resident from the police commissioner regarding a complaint about the unsatisfactory policing of HGVs on the rural roads in the areawas felt to be totally inadequate and unhelpful. Bypass Cllr Hoy had received reports via the Leeds and Broomfield magazine that KCC and Maidstone Council had come to an agreement regarding the Leeds bypass. The clerk had made enquiries and asked Cllr Jenny While to investigate further. The Langley parish clerk had directed councillors to a statement published on the Langleywebsite which categorically states that the parish council did not support the proposal. Subsequently the Leeds clerk confirmed the statementwas correct and was made by KCC Cllr Gary Cooke to a Leeds Parish Council meeting. Leedswas now requesting feedback on the proposal from neighbouring parishes. Councillors agreed that improvements to the local basic infrastructure were required. However before offering support, they wanted to know the route of the proposed bypass/spur road, whether or not there was any associated funding aached to the proposal, and what upgrading of neighbouring single track roads that would feed on to any spur roadwas planned. Would this proposal create any additional housing plans? Planters Cllr Mike O’Neill outlined some of the choices available for the proposed planters in the parish. Itwas resolved to speak with the handyman, and if hewas happy with the proposed Manchester planter the clerk would order eight. Itwas agreed that there would be a plaque with Welcome to Broomfield and Kingswood on one side of each planter. Peter Pease Close Advertising the vacancies at Peter Pease Close in the Village News had been very successful as the propertieswere now all under offer. Waterside Park Gallagher Properties and others had appealed against the Maidstone Council decision against the proposed development at J8,Waterside Park.With the Joint Parishes Group, CPRE had submied a statement of case to the Planning Inspectorate against the proposal. CPRE had also submied a formal complaint to Maidstone Council chief executive Alison Broom regarding the planning officer’s report to the planning commiee on October 16 as itwas felt that it included errors, prejudice and lack of balance, and should be regarded as unsafe or unsatisfactory. Milestone KCCwas progressing the repairs to the milestone on the A20 following information received from the Milestone Society. Footpath Following the agreement with Derek Morgan regarding the permissive

footpath to the sports field, KCC had been notified of the intention to pursue this option. The clerkwas awaiting further information from KCC.


Boughton Malherbe


Flooding The issue of flooding in Crumps Lanewas raised. It had been reported to John Reynolds with no response. Itwas suggested that the council carry out the work, but it would need permission from Mr Reynolds. Cllr Barbara Pearcewas to write to him. SpeedWatch Ulcombe Parish Council had asked to borrow the equipment. Itwas decided a charge of £25 would be reasonable. The clerkwas to forward details to Ulcombe PC. The SpeedWatch volunteers had been out four times, each time reporting 12-14 cars to the police. The highest speedwas 52mph. Liz Burgess had joined the team. Liverton Hill The problemswere ongoing. Two new potholes had appeared at the boom, near Hammertons. The blue “road narrows” signwas in Hammertons field. Kent Highway Services would deal with this.


Ditches and gullies The ditch in Woodcock Lane between where thewater runs and the corner by the footpath was blocked. The ditch by the Homestead Barn was reported onAugust 29. Apparently there was a huge backlog, and it would be resolved eventually. White lines Regarding the road by the Pig and Whistle, a leer from the traffic engineer Michael Heath said centre lines were only marked when the carriageway was more than 5.5m wide. Itwas possible in places that the roadwas less than that. Parish history book The decision to fund the printing and launch of the bookwas ratified. £4,300 would be needed to get the project underway. Itwas resolved to give £4,300 to the history society for the second book under terms already agreed.


Detling


Aerodrome Mr Crabtree aended the planning commiee meeting on behalf of land owner John Mackleden to promote the potential development of the Detling Aerodrome Estate. He stated that the aerodrome had been put forward as an alternative option to the development at M20 Junction 8. He spoke regarding the proposal to extend the area south, away from Bimbury Lane and to hide the development by landscaping. The access would be from a new roundabout that would serve the showground. Mr Crabtree confirmed that a planning applicationwas being prepared and he anticipated a pre- application meeting would be held with Maidstone Council in the very near future. The chairman stated that the councilwas a member of the Joint Parishes Group and had previously supported proposals to develop the aerodrome estate. He personallywas in favour of the idea.A resident raised concerns that the roundabout would not assist problems with speeding on the A249.The chairman stated that a roundabout would not slow traffic down towards Detling and confirmed that the three parishes of Detling, Stockbury and Thurnham had asked KCC to consider a reduction in the


speed limit along the A249 to 50mph. It was generally agreed at the meeting that a roundaboutwas needed along the A249 and the proposed developmentwas a preferred option to development at M20 J8.


Harrietsham


Country EyeA new scheme called Country Eyewas being overseen by Dave Rowley, who until recently was the parish’s PCSO, alongside PCSO RyanWaring. The scheme is a partnership between rural community retailers and businesses, local authorities and other agencies, with the police. For more details, contact PCSO Rowley on 0777 2226097. PCSO Until a permanent replacement could be found for PCSO Rowley in Harrietsham and Lenham, PCSO John Boyd from the Headcorn area would provide cover. Contact him on the police 101 number. Poppy appeal Borough Cllr Janea Sams thanked volunteers for their efforts for the Poppy appeal. Branches Cllr Sams asked residents to make every effort to cut back overgrown branches that may affect pedestrians or road users. She urged residents to report potholes and other highways problems to www.kent.gov.uk or to her or the parish clerk.


Hollingbourne


Eyhorne StreetA reminder leerwas sent to Alison Broom, chief executive of Maidstone Council regarding a response to previous correspondence about the approval of houses opposite Godfrey House, Eyhorne Street. Her comments were awaited. Finance The parish’s accountswere improving gradually but the village precept would need to increase by 50%, equating to £25-30 per household per year, to cover the cost of running the street lights. The increasewas agreed. Lighting Ken Bonner, street lights contractor, gave very informative and helpful guidance on how to proceed with maintaining the lights in the village. He indicated that the cost of upgrading each light to modern standard would be £420 per unit and that the lights were too far apart to legally qualify as street lights. Eviction The parish councilwas approached by a long-term villager who faced being evicted from his home. Additionally there had been other incidents in the vicinity of his house and the maer had been brought to the aention of the police. Fly-tipping Aline Koehler-Price, from the Dirty Habit, had reported rubbish dumped on Hospital Road. Hire charges The WI had approached the parish council with regards to hiring the Cardwell Pavilion free of charge. Itwas agreed the WI would not pay for the pancake race day as all the proceedswent to the Meadows Trust. However, as the church pays for hiring the hall for Messy Church, which is also non profit-making, it was seen that the WI should pay a similar amount for hiring the hall for the safari day.
