Police report There had been six crimes reported: two thefts; two thefts from motor vehicles; a burglary and a burglary other than a dwelling. There had also been a case of anti-social behaviour. No crimes had been reported for the corresponding period in 2013. Speed checks During checks atWarmlake Road and Chart Hill Road, about 30 cars which appeared to be speedingwere checked but no ticketswere issued. Council vacancies The candidate who had expressed an interest in joining the council did not aend the meeting. However another resident had also expressed an interest. Therewere two vacancies. Football Members considered a request for a net at the top of the hedge to prevent footballs being
lost.AndyWilkinson of Three Suons FC had offered to put it up. It was proposed by Cllr ChrisWebb and seconded by Cllr Valerie Underdown that a net be purchased up to the value of £400. Thiswas agreed. Tree on green Members heard the tree appeared to be dying andwas unsightly. Cllr StevenWaring would contact Richard Curtis for a professional opinion and if necessary the tree would be felled. Pavilion Members noted that the broom had disappeared from the pavilion and Cllr Waring had bought a new one. CllrWaring had also repaired a broken goal stanchion.A broken bench in one of the changing rooms had been repaired and itwas agreed to pay £30 for the work. Bus meeting Cllr Stephen Munford said it did not appear that any other buses would be added to the No 59 service. He urged residents to “use it or lose it”. Meeting dates Members confirmed that they were happy to continue to meet on the second Monday of the month with the exception of January, when the council would meet on the fourth Monday and March, when it would meet on the first Monday. There would be no full council meeting in February orAugust. Shop on the Green Regarding the planning application, the clerk had paid an additional fee of £95 at the request of Maidstone Council. They had confirmed that the parish councilwas still receiving the 50% discount but the initial planning fee had been miscalculated. Howeveritwas not happy with the scale of the location plan. Bill Forresterwas obtaining a further plan to a scale the council would accept.
Coxheath
Neighbourhood plan Parish council representatives met officers from Maidstone Council to discuss the plan’s primary objectives and how it differed from the draft Maidstone Council plan. Hands off Coxheath Parish council members met members of the group with a view to jointly pursuing issues of mutual interest. Overgrown footpath Kent Highway Serviceswas being asked to clear the overgrown back of the footway on the north side of Heath Road, between the village and Linton crossroads. Therewere no particular concerns about the safety of children walking to and from Cornwallis Academy. NatWest Bank The parish councilwas to make representations to the bank over the planned closure of the Coxheath branch.

Highways The clerk had re-sent the maps to all. Cllr RichardWall had some pictures of run-off drains near his property with GPS markers. It had been decided therewere probably more drains on hills so other councillorswere to try to locate them. Cllr Richard King had suggested using a metal detector as some of the drainswere buried under vegetation. Culverts The clerkwas to visit landowners on the list provided by Cllr Tim Oliver to ask that drainswere cleared before winter in the hope it would stop flooding. Welcome packs Cllr Pat Parrwas to deliver welcome packs to the new occupants of 2 Old School Court. Play equipment The clerk and Cllr Bill Smythwere with the inspector when the inspection of play equipmentwas carried out. Itwas found that new chains, shackles and parts for the swingswere needed. The clerkwas to buy them fromWicksteed. Therewas alsowear on the platforms on the play equipment. Cllr Smythwas to sand them down and treat them with preservative. Overhanging trees The trees overhanging the highway at Stonebridge Green barn had been cut back. Owner John Lumley had also received permission to fell dangerous poplar trees on his land. KCC maps The clerk had sent off the £40 cheque to buy the rights ofway maps. As soon as theywere received they would be passed on to Cllr Parr. Speeding Cllr Alison Richey said that no action would take place as itwas thought that speed bumps or traffic calming would not be in keeping with the village. Dog bin The dogwarden had replaced this on the recreation ground and Cllr Smyth had erected it. Affordable housing The clerk had replied to the person who offered land at Chantlers Meadow saying that no more affordable housingwas needed at this time. Cllr Richey had been approached by the owners of land on Rock Hill Road to inquire whether there would be a chance of puing affordable homes on the land between White Coage and Corbiere. Itwas decided itwasn’t needed at this time. Recycling The bins beside the games barn would be removed by the firm that supplied them.ABD had given out the last payment of recycling credits. Billwas looking into the possibility of another firm providing a paper collection bin. If this happened, residents would be asked to putwaste paper in these bins, rather than their green wheelie bins, so that the village received the recycling money, not Biffa. Arnold Ferrari The birthday card from people in the villagewas delivered to Arnold on his 100th birthday, along with a card from the Queen. Elm Close The clerk asked Kent Highway Services that white lines be painted at intervals along the kerb edge and the top of the steps leading to the hall to help elderly residents during the darker evenings. KHS said this would not be possible. Cllrs Smyth and Oliver had offered to get the paint and carry out the work.

Mobile phone Itwas decided to fund a mobile phone package for use by the clerk in emergencies. Neighbourhood plan Itwas resolved to adopt the vision statement presented. Playscheme Itwas resolved to pay at the assistant’s rate of £6.42 for the additional hours undertaken by the clerk. KALC awards Itwas agreed to participate in the scheme. Public footpathsAleer had been received from KCC regarding a proposed diversion of footpaths KH590 and KH591. Therewere no objections. Remembrance DayApoppy drop flypast of up to three planeswas being planned.A bugler and a number of road marshallswere still being sought. Headcorn Aerodrome The aerodrome had been approached to consider a “whispering jet” using the airfield on a regular basis.

Police report PCSOAlan Hunterwas unable to aend, but reported the following crimes: a burglary and theft from a vehicle in Forge Lane; burglary from an industrial unit and container in Forge Lane; wounding with intent on the towpath off Station Hill and theft from a vehicle in the layby opposite the church.
Remembrance Sunday Rev Peter Callaway aended the meeting and agreed arrangements with the parish council for the service and social event afterwards. Maintenance contract The clerk apologised for her error in thinking that Pearson’s contract expired this Christmas. In fact it is next Christmas, so the council would not be puing the contract out to tender until next year. Local planAcouncillor who had aended a Maidstone Council meeting about the draft plan said itwas unlikely that the four sites in East Farleigh listed for possible development would be
approved.At the meeting concern was expressed about the level of traffic East Farleigh could experience as a result of developments in Coxheath and other neighbouring parishes. Car park Issues had arisen over locking and unlocking the car park as Ian Sharpe had been unwell. In addition, the lock had broken. The clerk would return it for a refund. The council agreed to stick with the system agreed at the last meeting of giving out the code to any resident who asked for it. Itwas agreed to paint yellow lines on the vision splays as theywere parish council property. Itwas felt teachers should park in front of the school to maximise spaces for parents and residents.
