that he was Officer Michael Zimmerman with the Carbondale police and that the event was a drill; however, Meeker was not sure whether to believe him, the court document states.


At the end of the drill, Heritage Park leaders critiqued Meeker's response and said she should have resisted or made more noise, even though she had never received any training in how to respond to an active shooter, the complaint alleges. Meeker —in ―complete shock‖—reportedly then was told to finish her shift.


Meeker says she subsequently experienced severe physical, emotional and psychological distress and had to resign. Her superiors told her that ―the facility has to run those kinds of drills,‖ the complaint states.

New York Becomes 23rd State to Enact Medical Marijuana Law The Governor signed New York‘s Compassionate Care Act, which will permit limited use of medical marijuana by individuals suffering from covered medical conditions, making New York the 23rd state to legalize the use of medical marijuana. New York is one of only a few states that deem covered individuals (―certified patients‖) to be ―disabled‖ categorically under the state human rights laws. The law will create challenges for employers as it relates to drug testing policies since it is unclear whether an employer must excuse or accommodate a positive drug test where the employee is a certified patient taking marijuana in approved forms.

The Observe, Orient, Decision, and Action Loop (OODA Loop) is the tactical model of our decision making process developed by USAF Colonel John Boyd. OODA is an acronym for (). Col. Boyd developed the


model to increase combat effectiveness and survivability in military operations. Col. Boyd theorized that our ability to make decisions occurs in an endlessly recurring cycle of observe-orient-decide-act. When applied to workplace violence prevention or your personal safety it means that the person/corporation that understands and can apply this process of observing and reacting to unfolding events can gain a distinct tactical advantage over those that mean us harm.


Col. Boyd developed the model to increase the survivability of USAF pilots. The OODA Loop has also proven invaluable when applied to workplace violence prevention and personal safety. The gist of the OODA Loop is that in order to survive a dangerous situation, we must operate at a faster, more efficient pace than the threat we are facing.


Staff facing a threat will react in accordance to their level of training and experience. Survival skills such as escape and evasion, and self-defense tactics must be properly embedded into our long term, muscle memory. Being able to survive a crisis is directly proportional to your ability to initiate your safety plan and your ability to implement, and rely on predetermined survival responses.
