An Update on the NIOSH Prevention Through Design (PtD) Initiative

One of the best ways to prevent and control occupational injuries, illnesses, and fatalities is to "design out" or minimize hazards and risks. In response to this in 2007, NIOSH launched a national initiative called Prevention through Design (PtD) to engage government, academia, industry, and labor in promoting this concept of designing out and minimizing occupational risks and achieving a cultural change so that designing out hazards is the norm.

NIOSH and its partners have just reported on our shared progress on the initiative in The State of the National Initiative on Prevention through Design (http://www.cdc.gov/niosh/docs/2014-123/).

Incorporating PtD concepts into the corporate safety culture begins with a policy statement to indicate management support. NIOSH commissioned work to develop examples of policy statements and various tools and checklists (see Renshaw FM [2013]. Methods for implementing PTD accident investigation. Prof Safety 58(3):50–55) that could be useful to companies. PtD concepts are now included in 10 engineering textbooks and are in 25 consensus standards, including the 2011 American National Standards Institute (ANSI)/American Society of Safety Engineers (ASSE) standard Z590.3 Prevention through Design: Guidelines for Addressing Occupational Risks in Design and Redesign Process.

If you are interested in participating in the Initiative or seeking information on it please contact Mr. Bach at jbach@cdc.gov or visit http://www.cdc.gov/niosh/topics/PTD/.

Setting Crisis Response, Communication Strategies, and Priorities

In a crisis, effective decisions and actions must precede communication. The reality is that once the instant of crisis has occurred, the process of recovery has begun. The operational response goal is to put the focus truly on the first 1-3 hours of a crisis to assure that tone, tempo, scope, and intent are established powerfully and constructively. Emergency communication response priorities must address appropriate operational action and match the expectations of all potential audiences who could be affected or afflicted by your actions or by the crisis situation. Emergencies require nearly simultaneous communication activity in all priority response areas.

Gun Homicides and Gun Ownership Listed By Country

With less than 5% of the world's population, the United States is home to roughly 35–50 per cent of the world's civilian-owned guns, heavily skewing the global geography of firearms and any relative comparison

The world's crime figures are collected by the UNODC through its annual crime survey. It has a special section of data on firearm homicides - and provides detailed information by size of population and compared to other crimes. It is not a perfect dataset - some key nations are missing from the data, including Russia, China and Afghanistan. But it does include the US, UK and many other developed nations.

The Small Arms Survey is also useful - although it is from 2007, it collates civilian gun ownership rates for 178 countries around the world, and has 'normalised' the data to include a rate per 100,000 population.

While the US has the highest gun ownership rate in the world - an average of 88 per 100 people, it does not have the worst firearm murder rate - that prize belongs to Honduras, El Salvador and Jamaica. In fact, the US is number 28, with a rate of 2.97 per 100,000 people.

SAFETY How to Manage Your Off-Site Employees' Safety

Many off-site employees who work alone without supervision or safety professions present do not receive the safety training necessary to recognize hazards their jobs may present. Additionally, very few employers are actually doing a job hazard analysis to determine the safety and health hazards employees may face. More recently, the potential for workplace violence has dramatically increased as more employees work alone at customers‘ homes or businesses. Employers must be vigilant in ensuring those remote or off-site employees are not exposed to or are at least aware of safety and health hazards at their remote work sites.

SCHOOL VIOLENCE There Have Been at Least 74 Shootings at Schools Since Newtown

The school shooting in Oregon on June 10, 2014 was at least the 74th instance of shots being fired on school grounds or in school buildings since the late-2012 elementary school shooting in Newtown, Conn., according to a list maintained by the group Everytown for Gun Safety.
