The resident said therewas a green area near her property. The clerkwas to write to Maidstone Council asking if itwas possible for them to convert the green area into more parking spaces. Lier Members noted therewas a lot of lier on the highway and in the verges along Maidstone Road and up Gibbs Hill. The clerkwould report this to Maidstone Council again. Footpath The clerkwas asked to report again the fallen tree blocking the entrance to the footpath at the boom of Gibbs Hill. Shewas also asked to contact Public Rights ofWay to ask when the cuts in Nelestead would be taking place. Cllr Van Hensbergen reported a giant hogweed in the entrance to the footpath in Bryant Close, with a possible sighting of Japanese knotweed on the footpath behind the KGV field. King George V field Cllr Van Hensbergen said all the scrub clearance had been carried out by All Seasons ground maintenance and it looked much nicer. She had been planting poppy seeds around the village. She also said the churchyardwas looking nice. War memorial The clerk said she had heard back from the registered owner of the memorial and they had given permission for the parish council to make repairs.


Staplehurst


Election Cllr John Perry was re-elected as chairman. However, he advised that if he was elected to the borough council he would wish to step down from his role on the parish council but would be happy to remain in office for some months to manage the transition to a successor. Cllr Burnham and Kelly were appointed vice- chairmen. Street lightAresident from Bell Lane expressed concern about the planned decommissioning of a street light. Councillors noted the initial decision had been taken aer advice from KCC’s lighting engineer and that it should proceed as planned. Itwas suggested KCC be asked whether therewas scope for residents to connect under their own arrangements. Neighbourhood plan The regulation 14 drawas being revised by Feria Urbanism and the steering groupwould be holding a conference call to discuss it.Asix-week consultation starting in Junewas agreed Therewas broad support for establishing a new housing figure of 440 in the dra. Bus services Itwas agreed to propose that the borough’s overview and scrutiny commiee look into the local bus provision. Parking Councillors noted KCC’s orders for newwaiting restrictions at Greenhill and Lile Field and a ban on stopping on the verge and footway in Poyntell Road. Sewage Noting the continued failure of SouthernWater to resolve the problem in Marden Road, the maerwould be taken up with the company again and with Helen Grant MP, aswell as the Environment Agency and environmental

New councillors John Davis and Chris Smithwere both co-opted on to the council. Warden’s report Communitywarden Dawn Riach-Brownwas looking into CCTV for the play area at the pavilion aer an increase in anti-social behaviour. Graffiti needed to be jet-washed off. The youth clubwas said to be going well and had received a donation of sports equipment from the independent school. Post office Maidstone Council had turned down the request to list the post office as an asset of community value. Neighbourhood planAmeeting was to be arranged with consultants employed by Maidstone Council. War memorial play areaAparishioner had said her son had fallen from the multi-use play equipment. Playdale, who had carried out the annual check, told the clerk the equipment was not suitable for younger children, but was for older children. The signs met all the requirements. Car park New vinyl barrier signs had been ordered. Pavilion The temporary cleaner had applied to continue opening, closing and cleaning the pavilion. One further CV had been received. Itwas decided to continue with Judy Stepney. Tennis SE Tennis had asked for a meeting with the recreation commiee on its proposal to cover the tennis courts. It now had a business plan. Harbour play area Monthly checkswere all satisfactory or low risk. Lighting The light had been repaired outside the village hall.Aleer had been received from KCC about part night lighting, asking whether the parish council would like to convert its lights to part night lighting. War memorialAquote of £660 had been received for cleaning thewar memorial. The leers needed to be re-enamelled at a cost of £1 per leer, a total of 700 leers. Parish maintenance Lier and dog mess had been reported between the village hall and the school.Aparishioner had asked whenworkwould be carried out at Lambes Garden. Cllr Phil Taylor was to contact the contractor. Allotments Taps had been bought for the Harbour allotments and needed to be installed. There had been a complaint from a Bowhalls allotment holder about spraying. The contractor confirmed he had not sprayed there. Police report Fourteen crimes had been reported since the last meeting. The clerk had responded to an email from Ann Barnes that dogs had been geing loose in The Harbour play area and field.


West Farleigh


Leadership Cllr Bruce Scowas re-elected as chairman for the coming year with Cllr Merri as vice-chairman. Crime There had been two crimes since January – damage to a gate and forced entry to a shed, both in Lower Road. Highways The unsatisfactory condition of Teston Lanewas discussed. The latest promisewas for re-surfacing to take place in September. Footpaths The new footpath gates next to Mill Lane had arrived. The barbed wire on footpathKM21 had been removed but the stilewas still too high. Fly-tipping Fly-tipped material had been removed from Lower Road in one day. Sports club The clerk read a leer from the sports club, seeking financial help towards the new car park, whichwould cost about £19,000. While looking on this favourably, it had to be understood that council funds were strictly limited. Parking Complaints had been received about parking in Charlton Lane during the Dandelion Time event. Artefact Inworking on the Green, Cllr Merri had found an unusual artefact among other materials dumped there historically.


Yalding


Police The chairman reported that a new inspector, Jody Gagan-Cook, had been appointed. Lier bin The bin opposite the car park at The Anchor had been moved. Maidstone Council said a new type of dual bin had been designed and a prototype was being manufactured. Itwould be shown to Yalding for comment. Weight restriction KCC had advertised the proposed roads to be added and consultationwas to run until June 8. It had been confirmed that the restrictionwas to be made permanent. Fen toilets The toilets had been put in place and the gate at the end of the boardwalk had been moved to allow the land to dry out. Tipping The clerk had reportedwaste dumped on private land in GravellyWay to the Environment Agency. High Street verges These had not been finished as KCC had patched the road at the same time. The permit had expired and a new one needed to be issued. Emme Hill, Mill Lane and Vicarage Roadwere on the programme ofworks. Local plan Councillors met Design South East and toured Yalding. Flooding The flood repairs and renewals grant could not be pooled. There had been a post online saying that thiswas actually a loan that had to be repaid, but Maidstone Council had confirmed that thiswas not the case. The church had set up a small commiee to deal with the distribution of donated funds. Playscheme charges Itwas agreed to keep the charges the same as last year. The clerk was to ask other parishes for contributions. Itwas agreed that children from parishes that did not support the schemewould be charged an extra £1 is they did not aend the parish schools. Former Syngenta site Itwas agreed to write to St Modwen to discuss the untidy state of the site and border landscaping.
