Officers re-elected Cllr Glyn Charlton was re-elected as chairman and Cllr Peter Beasley as vice-chairman. Police report PCSO Alan Hunter reported two crimes since the last meeting: a case of making off without payment at The Horseshoes pub and the the of a motor vehicle from Dean Street. He said there was increasing interest in Neighbourhood Watch schemes. Meeting dates Parish council meetings will move to the first Tuesday of the month, as this is more convenient for the chairman. However, the January meeting will remain on the second Tuesday. Car park The contractor TripleMhad claimed that moreworkwas required to do the job properly and had stoppedwork until the maerwas dealt with. The council had decided to close the car park as it was potentially unsafe. The council agreed to take up Triple M’s quote of £7,468 and get the work done as soon as possible. Traffic calming The KCC plans had been considered and it was felt a site tour with Andy Padghamwould be helpful, as some memberswere unclear on aspects of the proposals. The clerkwas to arrange this. Speedwatch checks High speeds had been reported at the south end of Dean Street, with 67 vehicles reported and 19warning leers sent out. Recent changes mean that offenders who had been caught twice in the countywould be fined on a third occasion. Gardens The best kept garden competition was held in the village on Friday, June 6.

Footpaths The gate halfway along the track in WheelerWoodwas still awaiting aention, aswas the the stile opposite Egerton House. Therewas awobbly plank on the stile from New Road into the allotment field and the finger post in the orchard from the church towards Egerton House neededwork.Afallen tree had blocked the footpath behind the village hall and anotherwas blocking the byway at Hazeldene. Allwork had been reported. Highways Cllr Pat Parr had reported the flooding up Greenhill Lane from Mundy Bois Coages to Brown’s Kitchen. Cllr Richard King said drains at Stonebridge Green and along Iden Lanewere blocked. Emergency planning The clerk sent Cllr Parr a template but itwas not the one expected. Itwas agreed to move on without it for now. The commiee had agreed to send out the plan in its current format once it had been confirmed that the maps had been added in. Community first responders Therewas a problem with mobile phone signals to CFRs. Suitable sites for phone mastswere being investigated. Itwas suggested that a mobile phone mast on the church tower could be the way forward. Cllr Rawlinson was to check with KALC its position on phone masts and Cllr RichardWall was to speak to people at Lenham church about their contacts for mast providers. Culverts Cllr Alison Richey had asked the clerk to write to landowners asking that ditches be cleared before next winter to try to solve flooding issues. Palmer. Finger post Cllr Bill Smyth had spoken to Cro Castings who could produce a sign for Green Hill Lane andwould supply a price. Cllr Smythwould keep in contact with Les Bidewell who put forward the request to have the sign repaired. Forstal sewerage Cllr Smyth had had a meeting with SouthernWater and the drains had been inspected with cameras. Hewas awaiting the report. The company might be able to fit a non-return valve to pipework at the top of Forge Lane to help with drainage. Community awards Sheila Palmerwas presented with the first community award at the parish assembly. Christmas tree Cllr Smyth had taken down the tree on the Glebe and disposed of it. He had placed a metal cap over the pole for safety. Fallen tree Clly Smyth had spoken to Rob Walker about the tree behind the Millennium Hall and had received quotes from tree surgeons. Rob had taken down two trees and anotherwould be down soon. Then they would be cut up and removed. Parish assembly Itwas agreed that this was a success and the new formatwas aracting more villagers than before. Cllr Alison Richey said some villagers had expected more of a presentation on the parish plan. Tree stump There had been a request to remove the tree stump on the recreation ground where a tree had been taken down previously. Welcome packs Cllr Parr had sent out packs to Mr and Mrs Narbara and Ruth Haggie had delivered one to new residents in HarmersWay.


Headcorn


Chairman Cllr Lynn Selby was elected as chairman for the forthcoming year with Cllr Dungey as vice-chairman. Police Aer a conversation with Kim White of the Kent Police Gypsy Liaison Team, itwas confirmed it would not be withdrawing its services from the village at this time. Boarded up Aer no response from the leing agents regarding the boarded up shop in the High Street, Cllr Russellwould visit the office to discuss it. Parking The borough’s enforcement officerswere to monitor the High Street bays to help tackle trader parking. Precept Following a clerical error which came to light in April, the parish precept was revised to £47.65 on a band D property, with £17.28 for each band D property to repay the 25-year loan on the village hall build. This equates to an increase of 16.9%/£9.37 a year on 2013/14. AerodromeAresident’s complaint about noise from Headcorn Aerodromewould be taken up with the aerodrome consultative commiee.


Hunton


Award Alan Bishopwas posthumously honoured with the Kent Community Award – a new award from Kent Association of Local Councils for community volunteers. Itwas presented to his daughters by KCC Cllr Paulina Stockell.


Minibuses Hunton Primary School head teacher Denis Gibbs-Naguar reported that due to the high cost of hiring coaches, the school hoped to obtain two minibuses to transport children to various activities. She wouldwelcome volunteers willing to train to drive one. Volunteers for other roles including reading and gardening with the children are also requested. Cricket HuntonWanderers Cricket Club chairman Simon Taylor circulated a proposal for the new pavilion whichwould now be submied for planning approval. It was hoped that workwould begin in the autumn. Parish plan Annee Trought of Hunton parish plan commiee said that plans for the new community orchardwould be on display at the fete on June 21 and that children from the schoolwould be planting wild flowers. The Pop-Up Shop and café were doingwell and it was hoped to buy a commercial coffee machine. The commiee’s next projectwas to put together a housing needs survey for the village.

Community warden reportWarden Liz Lova spoke about the dangers of people leaving keys on tables near front doors, and added that shedswere being targeted for break-ins. There had been a large gathering of about 100 youths at the playing fields, and it was hoped thiswas a one-off event. It appeared to have been organised on Facebook. There had been a complaint that a bole had been thrown, breaking a window of a resident’s house. It was felt that the picnic bench near the houses inWalnut TreeAvenue should be moved further away from homes. Road vibrations It seemed that thesewere caused by heavy traffic, not by the road surface and that the A229 Linton Roadwas over the maximum noise allowance. New councillor Irene Songhurstwas interviewed by councillors and her extensive experience discussed. Itwas agreed that she be co-opted to the council. Deputy clerk Itwas proposed that a deputy clerk be appointed for 21 hours whowould gradually take on the role of clerk, as the present clerk wished to reduce her hours. Thiswas agreed in principle and the rolewould be advertised, with interviews in June. The clerk’s hourswould then be reduced.


Marden


Development Seventeen members of the public aended an extraordinary meeting of the council. Members proposed refusal of an application for 124 dwellings at Marden Cricket and Hockey Club, Stanley Road, and requested it go before Maidstone Council’s planning commiee, as it did not address any of the concerns raised previously. The clerkwould reiterate previous comments. Local plan The floorwas open for residents to comment on Maidstone’s dra local plan. All comments raised at the meeting would be incorporated into the parish council’s dra response.
