Development plan

CLLR Terry Baker, Broomfield and Kingswood Parish Council chair- man, told the environment com- mittee about his parish council’s experiences in developing its neigh- bourhood development plan. Boxley Parish Council will now consider the pros and cons of itself developing such a plan. Cllr Baker stressed that the community needed to be fully onside before undertaking what is a costly and time-consuming project.

CLLR Bob Hinder reported that only positive comments had been received from allotment holders at the new Dove Hill site. Construction experts who visited

the site recently expected the drainage work needed at the junc- tion of the access road to the allot- ments and Sandy Lane would be completed in one day. Local residents, the Scout group

and plot holders would be kept in- formed of progress.

Bid to improve the planning process

MAIDSTONE Council has invited parish councils to submit topics for its overview and scrutiny commit- tees to consider. Boxley Parish Council has sug-

gested that MBC reviews how its planning department can develop and learn from previous planning decisions. The parish councilwould like to see a review system adopted whereby a parish council can report a development that it believes has

resulted in something far removed from what it had expected, for ex- ample, in the impact on the street scene, character of area, materials used etc. The parish council would not wish to see a ‘witch hunt’ and would not expect to be involved in any discussions but strongly feels that in such cases there should be a review to see what, if any, lessons can be learned. The parish council is aware that

many issues are taken into account when considering a planning appli- cation and that nothing can be done to change the development once permission is given. It acknowl- edges that style and design are per- sonal choices. However, members can identify a number of develop- ments that they feel stick out like a sore thumb; at least one of which a planning officer has expressed sur- prise that itwas ever allowed.
