ioenergy contributes to over 60% of the renewable energy consumption in Europe, with an important share in the heat and transport sectors in particular. The National Renewable Energy Action Plans provided by Member States for implementing the Renewable Energy Directive (2009/28/EC) confirm the key role of biomass in the future EU energy system: according to national projections, bioenergy is expected to contribute 56.5% of the gross energy production from renewable energy sources in 2020! However, despite the high expectations, several EU policy files and discussions may hamper this expected trend and the successful deployment of these technologies in Europe.

In parallel to this, EU media recently announced that the European Commission is currently discussing a proposal for a Directive on sustainability criteria for solid and gaseous biomass used for heat and electricity production. AEBIOM has taken a position in favour of an EU- harmonised sustainability scheme provided that this is proportional and cost-effective.
Given the current EU policy debates, one can question whether the bioenergy sector will be able to deliver up to current expectations. Stable market conditions and adequate policy frameworks need to be put in place to enable sustainable biomass to make a meaningful contribution if society is to achieve its ambitions on renewable energy and climate change mitigation.

Funding renewable energy in Spain
Access to funding for projects has been one of the main barriers to developing the bioenergy sector, but venture capital funds are now opening up as an alternative to established finance options for renewable energy in Spain. One example, which has already promoted bioenergy projects in the country, is the Green Buildings Equity Fund I. After analysing business models operating in other markets – such as the US – the Fund detected that there was going to
be a need for ‘investment capacity for developing energy efficiency models’ and that bank funding would be ‘scarce and expensive’. After being adapted to serve the Spanish market, it has already given financial support to projects undertaken by Energy Service Enterprises (ESEs).
The Fund is registered and super- vised by the official Spanish govern- ment financial regulator (CNMV), which provides greater trust and security for investors and brokers.
Cardboard maker goes green
A loan of LTL11 million (3,150,000 Euros) has been issued to Klaipedos Kartonas, a member of Lithuania’s Grigiskes Group, by SEB Bank for the construction of a new 22.5 MW capacity boilerhouse. Instead of using natural gas, this long- established company will be able to utilise up to 100% green energy produced by burning wood waste.
One of the largest cardboard makers in the Baltic Region, it currently processes up to 115,000 tons of waste paper every year, producing about 105,000 tons of this useful packaging material.
By giving preference to the use of secondary raw materials in its manufacturing process, the company has already saved about 1.5 million trees.
