lect feedbags full of shore trash and go out with one of the offi cers in the WSSC boat once or twice a year to pick them up. When for a time the Pa- trol Offi cers leased horses and rode the trails, I accom- panied them; when the WSSC held its annual picnic we brought horses for kids’ pony rides. T e riders have always been the eyes and ears of the water- shed, reporting mo- torcycles, stolen ca- noes, forest fi res, illegal campers, vandals spray painting rocks, and the like. Just last April, we encountered reckless motorcyclists and ATVers and were able to report and photograph them. In this time of austerity it would be wise


for the WSSC to follow other reservoirs and many park departments and form a Volunteer Mounted Patrol. I myself was a Mounted Vol- unteer at Greenbelt National Park, and for the Montgomery County Park Police Volunteer Mounted Patrol for many years. I think I speak for all the riders in saying


how much we value the watershed and appreci- ate its unique beauty, and we have tried in ev- ery way to be a valuable asset. We have always had a mutually benefi cial relationship with the WSSC and we sincerely hope that this partner- ship will continue.

Rules of the Road Back in April, the Maryland Horse Council


received a question about what laws govern rid- ing horses on public roads in Maryland. MHC member Kathleen Tabor, Esq. posted the fol- lowing response on the MHC Legislative Up- dates Blog on April 8.


Basically the rider of a horse has the same


rights and responsibilities as a driver of a car. See below: MD Code Transp. 21-104 Persons riding ani- mals or driving animal-drawn vehicles (Mary- land Code, 2013 Edition) a) In general – Every person riding an animal


or driving an animal-drawn vehicle on a road- way has all the rights granted to and is subject to all the duties required of the driver of a ve- hicle by this title, except for those provisions of this title that by their very nature can not apply. b) Special prohibitions – (1) Except in Charles, Worchester and St. Mary’s counties, or as provided in paragraph (2) of this subsection, a person may not ride an animal or drive an animal- drawn vehicle on:


(i) Any divided highway where the posted maximum speed limit is more than 35 miles an hour; or (ii) Any controlled access highway. (2) In Anne Arundel County, a person may ride an animal on any part of a highway de- scribed in paragraph (1) of this subsection, other than on its roadway or shoulder.
