David Hayden and Charles Tildon III are co- chairs of the task force, which also includes Jim Dresher, David DiPietro and Josh Pons. Maryland’s T oroughbred breeding output

dropped dramatically during the last several decades as surrounding states surged ahead with bred-funds stuff ed with slots earnings. According to the Maryland Horse Breeders Association, which registers Maryland-bred T oroughbreds, in 1991, 198 stallions covered 2,782 mares in Maryland; in 2011, 31 stallions covered 541 mares. Correspondingly, the num- ber of foals fell from 1,709 to 373, a 78 percent decline, as the North American foal population decreased about 37 percent. Now that Maryland is able to more com-

petitively fund its own programs through slots, the Task Force is examining how to best lever- age those assets. T e Task Force is scheduled to present the economic components for the above outline at the February commission meeting. T e focus is on creating a restricted race program, which would encourage breeding here by signifi cantly enhancing purse-winning opportunities for state-breds. According to MHBA, the economic impact of every horse born in New York brings $92,000 in economic impact to the state, and “presuming comparable numbers in Maryland, a theoretical increase of 1,000 Maryland foals would bring the state $92
