through The Communicator and the PEF website. It also required PEF to work with the state to establish a system of identifying PEF members in need of donations, and for contacting those members for permission to publish a donation request on their behalf.


Action: The PEF Department of Contract Administration has


started the process of talking with the Governor’s Office of Employee Relations (GOER) to implement a process. The Communicator has published a “letter to the editor” soliciting leave donations for a PEF member. No other actions have been taken at this time.


Resolution No. 6—Clean money/clean elections This resolution called for PEF to support political campaign


finance reform legislation referred to as “clean money/clean elections.” Action: This item was included in the PEF State Legislative


Agenda.


Divisions/regions: PEF has approximately 227 divisions and 12 regions. Divisions


are required to submit, on a timely basis, quarterly expenditure reports, and a year-end fiscal audit to PEF. Failure to do so will result in forfeiture of the division’s per capita allotment(s). Repeated failure to submit these reports will result in the division’s account being closed and put into receivership. A resolution at the 1998 convention was passed that increased


the quarterly per capita allocations to divisions at the same rate as salary increases per the contract, for PEF members. As of April 1, 2012, the rates per member remained the same. Each PEF division was paid $7.25 per member up to the first 200 members, and $5.80 per member for each member in excess of 200, in each quarter for fiscal year 2011-2012. A total of $1,228,733 was expensed in divisional distributions for 2011-12. As PEF leadership changes at the division level, please know


that the divisions staff is available to provide training for officers. Please contact the PEF Divisions Department.


2011 Convention resolutions: The 2011 PEF Convention delegates adopted nine resolutions: Resolution numbers: 3, 4, 5, 6, 12, 17, 18, 20, and 24. • Resolution No. 3 – Career Mobility This resolution called for the PEF Civil Service Committee to


work with agency labor-management groups and the state Department of Civil Service to expand comparability for job titles that may be difficult to rehire. Action: PEF has consistently advocated with the Department of


Civil Service for broader comparability determinations for titles for re-employment in the event of reduction of workforce. Resolution No. 4 – Assistance to PEF members impacted


by layoff This resolution provided that PEF would implement a process


whereby the PEF administration would work with PEF divisions to contact and assist each worker impacted by layoff and that PEF would request the adverse-impact analysis from each agency prior to implementation of layoffs. Action: PEF has developed teams of individuals to work on


compiling and updating the details on layoffs in each agency. Resolution No. 5 – Leave donation publication and enhancement program This resolution required PEF to establish a program for publicizing and soliciting leave donations for PEF members

Resolution No. 12 – Civil Service Promotional Test Battery Settlement should be exempt from PEF dues This resolution provided that any money not yet received as a settlement of the lawsuit filed against the Civil Service Promotional Test Battery by those represented by PEF be included in the dues-exempt category. Action: Dues money will not be deducted from members who


received back pay as a result of the settlement of the Promotion Test Battery. If money was taken out, it was refunded. Resolution No. 17 – Domestic Violence: education and


awareness This resolution called for education and awareness of the


epidemic of domestic violence. Action: No actions have been taken at this time by PEF. Resolution No. 18 – Celebrate Women’s History Month This resolution resolved that PEF would initiate programs,


ceremonies and activities that honor and acknowledge Women’s History each March. Action: PEF will initiate programs, ceremonies, and activities


that honor and acknowledge Women’s History each month. PEF has created a Women’s Committee. Resolution No. 20 – Use of the title of “regional


coordinator” This resolution resolved that no member of a committee established by the PEF president, or any member designated by that committee or by any other body shall be referred to, formally or informally, with any title that includes the words “regional coordinator.” Action: There were no regional coordinator vacancies during


this time, so no actions were taken. Resolution No. 24 – Encourage management and PEF cooperation to develop members’ skills to reduce excessive costs and waste associated with the use of contract consultants. This resolution was somewhat vague in that it did not identify


any specific methods, media, etc. to accomplish its goals. We think the makers wanted us to encourage the state and PEF members to utilize skill-development opportunities more fully or to stress the priority with management and members. Action: With regards to information technology (IT), PEF and


GOER have set up a process that encourages agencies to hire employees, instead of consultants. On November 21, 2011, the IT in-sourcing grant of $200,000 was announced. Only five state agencies were eligible for this grant and each agency was awarded $40,000 for training. Training has now begun. No information is available for other job skills/titles at this time.
