Budget cut provokes lawmakers and union leaders More Sept.11 cancer victims to be covered
By DEBORAH A. MILES People who became ill as a result of
inhaling the toxins at ground zero after the 2001 terrorist attacks may be aware of the federal legislation that provides financial aid and health monitoring. It’s called the James Zadroga 9/11 Health and Compensation Act, a law signed by President Obama in January 2011 that reopened the 9/11 Victim Compensation Fund of 2001. The fund, which compensates and
covers health expenses for 9/11 first responders and victims, is subject to an automatic federal budget cut which has congressional legislators and union leaders in an uproar. They are demanding the Office of Management and Budget spare the fund from $38 million in cuts under sequestration. “Two separate funds are in jeopardy of
reduced funding,” said PEF Health and Safety Specialist Shawn Bobb. “The Victim’s Compensation Fund would be cut $24 million and the World Trade Center Health Fund would lose $14 million. The
potential cuts are a result of the fiscal cliff due to be enacted on January 1, 2013.” “We are making our voice known to
save the funding,” said PEF President Susan Kent. “PEF has members and retirees, such
as Joan Bobier who works at the state Department of Health and Ron Elumn a retiree from the state Office of Children and Family Services, who were engulfed by the deadly dust and have suffered lung and respiratory problems ever since. They are a part of a community called ‘domestic veterans.’ “We need to partner with the unions
and advocates in the 9/11 Health Watch, a watchdog group, to ensure, not only immediate, but long-term coverage is available for union members being treated for 9/11-related illnesses,” Kent said. In September, a federal government
official added 50 types of cancer to the list of illnesses covered by the Zadroga Act, which were identified by the National Institute for Occupational Safety and Health.

t and calling to a y m SM Those suffering from a 9/11-linked
cancer, just as those suffering from other 9/11-recognized ailments, have until October 2013 to apply to the fund. There is $2.7 billion earmarked for the
Zadroga law and another $1.5 billion has been allocated for five years to fund the World Trade Center Health Program, which treats and monitors about 40,000 first responders. Kent said this decision is being hailed
as a major breakthrough, but she joins others concerned the fund won’t have enough money to cover everyone who needs it. An estimated 1,000 people have died
from illnesses, including cancers, resulting from the 9/11 attacks. The addition of cancer as a 9/11-related illness will increase the number of compensation claims, as well as the 40,000 who are monitored and treated. To register for a claim, go to
