“What we used to do

before no longer satisfies what we do now,” said Eu- gene at the Memphis Cook Convention Center. “What made you successful in the past will make you fail in the future. Customer choice will drive if we are the ser- vice provider of choice.” Tis means knowing

who transportation’s cus- tomers are, namely parents, students, schools them- selves and the taxpaying community. “Customers want quality

of service and ROI. Tis equals value,” he added. “But just providing value is not enough.” Read a Q&A with Eu-

gene on page 18. While Eugene provided

the general framework of performance-based man- agement, a group of student transporters immediately followed with a presenta- tion on the status of the school bus industry’s de- veloping Key Performance Indicators (KPIs), a key feature under performance management. Tis KPI Project Team was launched at last year’s NAPT Summit in Cincinnati, and the group’s goal is to create national,

industry-wide operational benchmarks that school districts, regardless of their size, can implement and see outcome-driven results. “Comparing apples to ap- ples” was the driving motto. Te thinking is that incor- porating KPIs into student transportation operations will not only help reduce costs and improve efficien- cies, but it will provide solid data to district administra- tors on the department’s value and worth.

A lot has happened since the task group began soon after last year’s Summit, explained KPI Project Team member John Fahey, a

former assistance superin- tendent for Buffalo (N.Y.) Public Schools and cur- rently a consultant for Tyler Technologies’ Versatrans solution. In describing the current state of the devel- oping KPIs, he explained, “We’re in Kindergarten and we’re ready to go into the elementary level.” So far the group, com-

prised of a six-man steer- ing committee and volun- teer student transporters from across the country, has looked at the basic standardization, method- ology and the definition process for KPIs. A list of roughly 50 KPIs has been
