Enrollment time approaches to bank overtime
By DEBORAH A. MILES If you are overtime eligible and work
more than 40-hours per week, youmay be interested in the Over40 Comp Time II Pilot Program. It was renewed in the latest PS&T Contract, and the programoffers eligible employees the option to bank earned overtime for payment at a later date at the time-and-one-half rate. Youmust work in excess of 40 hours in a
workweek, and can earn up to 240 hours of overtime credits. Employees who reach the 240-hour capmust be paid at the regular overtime rate for any additional overtime worked, until their balance is reduced below 240 hours. There is an annual cash-out period in
October. Employeesmay cash out up to 120
hours of over-40 credits which are paid in the pay period nearest to December 1 at the rate of pay at the time of cash-out. You alsomay choose to bank your over-
40 credits when you leave state service. Those over-40 credits also will be cashed out at your rate of pay when you separate fromstate service, and not at the rate when you earned them. Employees who are interested in
enrolling in the programfor 2012-13,must submit an enrollment formto their agency by Tuesday, May 15. Current participants who would like to continue in the program must re-enroll. The 2011-12 programyear ends June 21
formembers on the administrative payroll and June 28 for those on the institutional payroll. The 2012-13 programyear begins with the payroll period that includes July 1, 2012. Management determines whether
overtime is required and it is subject to the agency’s operational and programneeds. The programdoes not create any new
obligation formanagement to offer overtime to employees. If you have questions about your
agency’s implementation of the 2012-13 program, contact your PEF field representative. Questions alsomay be directed to the PEF Contract Administration Department at 800-342-4306, ext. 223. The details of the programare on the
PEF website, pef, org, under Contract Resource Center, and in the Governor’s Office of Employee Relationsmemo to agency directors and human resources departments, which is also available online with the enrollment form.
