Monchelsea Council Nuisance bikers
PCSO Richard Chainey detailed 10 crimes including two thefts, four burglaries and four incidents of criminal damage. He also re- ported on bikers in TheQuarries and said residents should report such incidents to the police using the non-emergency 101 number. KCC warden Liz Lovatt urged
north ward residents to secure their properties and outbuildings as there had been several burgla- ries in the area. Vandalism to phone boxes in Church Street andHeath Road had also been re- ported.
Pedestrians using Brishing
Lane and Pested Bars Road at nightwere advised to wear bright or reflective clothing. Cllr Peter Herrin reported see-
ing empty vodka bottles in the hedges along Old Tree Lane, which Liz Lovatt said shewould investigate. Warden supervisor
Janet
Greenroyd introduced herself and spoke about the service pro- vided by KCC wardens. Cllr Stephen Munford said he
hadmade inquiries about setting up a doctors’ surgery in Boughton Monchelsea, but had been unable to make further progress. It was noted that Cllr Kirstie
Williams was now the Neigh- bourhoodWatch representative. The parish precept for 2012/13
was set at £40,672. For a band D property this would be £31 per year, an increase of 5% over 2011/12.
Applications for the erection of
two detached dwellings and a detached two-bedroom house at the Albion Inn in Church Street were both refused. Members con- sidered the development would cause overlooking problems and as the land for developmentwas the pub garden, members felt this should be retained to provide a valuable open space and com- munity amenity. Plans for a single-storey rear extension on land to the east of Beresford Cottage, The Quarries, was referred to the conservation officer because it was so close to the conservation area. A fun fair on the recreation ground was being considered for the Diamond Jubilee celebra- tions, as well as a disco, best dec- orated house competition and a garden safari– all to be self fi- nancing. Cllr Ian Ellis proposed a loan of £1,000 to the Jubilee Cel- ebrations Group from the parish council to pay for up-front costs. Two tenders had been received
forwork on the Parkwood Farm reservoir scheme. Earthworks would be carried out by the Army, at a saving to the parish council of around £15,000.MBC required a watching archaeolo- gist for the project and an arbori-

cultural assessment. Cllr Ellis asked if a legal agreement should be set up with the landowner of Parkwood Farm as access to the land would be necessary for maintenance and monitoring of flood relief equipment and it was agreed to contact the farmer. Analleged problemwith bark-
ing from the dog training school had been resolved. Any further complaints should be reported to MBC’s environmental health de- partment. Concerns about road safety at
the junction of Green Lane/Br- ishing Lane/Heath Road were
raised. As there were no support- ing accident figures, it was un- likely Kent Highways would make any improvements. How- ever, it was agreed to write to KHS stating the dangers of the junction and requesting action. Although parish councillors
are allowed to claim an annual salary of up to £670, it was agreed that no payments would be made to members. However, councillors should be able to claim mileage payments. It was agreed to hold annual meetings with relevant parties to discuss methane issues at Fur- field Quarry.
Broomfield and Kingswood Council
Chair thanked
CLLR Peter Coleman was elected vice-chairman and Cllr Vince Cooper was thanked for all the work he had done as chairman. This was the second consecu-
tive month of no reported crime in the parish. Aninitial draft presentation on neighbourhood planning had been given and details were dis- cussed for the forthcoming vi- sioning exercise public meeting at the village hall on March 19. The council had been con-
tacted by resident Faye Rouse, a governor of Kingswood Primary school, suggesting a closer rela- tionship between the parish council and the school on forth- coming projects. The vice-chair- man agreed to liaise initially and with a view to requesting that one of the governors considers becoming a councillor, particu- larly as there is currently a va- cancy. The total cost for toddler swings was £2,726 including safety tiles and soil removal. The insurers would be asked whether the parish council was required to install safety tiles. The clerk had spoken to the
owner of the field abutting the sports field regarding a public footpath to the field. The owner had agreed that, should this be the only and final resolution, she would discuss with the parish council the issue of releasing an area of her land to establish a public right of way from the CharlesfordAvenue bridleway to the sports field.
