Valuer Andrew Pridell of Andrew PridellAssociatesand solicitor Mark Chick, partner at Bishop &SewellLLP highlightedthe rolesofeachofthe professionals involved in the process. Followingbreak-out sessions
inwhichdelegates discussedthe detail of serving notices, it was concludedthatsolicitorsmost value clarity on a surveyor’s valuation,which should include arecommended offer priceand detailsofany appointments. Sharingknowledge such as information on any unregistered owners or titledocuments also helpsmake the process more efficient. The valuers’ group raised thedebateastowho should draw up theplanfor thetransfer andwhether Directions from the London LVT are preferred or those fromthe regional LVTs. Valuers also bemoaned the level of experience andcompetence of somesolicitors, an issue ALEP

parts? A recent LVT case has highlighted the responsibility of landlords for health and safety in blocks of flats, evenwhere there are no common areas. The LVT considered the challenge of a lesseewhowas disputingcharges levied by her landlord, arguing againstthe need foranH&S risk assessment or asbestos survey for her building because it was comprised of only two flats on two floors with no common internal areas. TheLVT disagreed with the

lessee anddecided thecharges were reasonably incurred. The duty on the landlord for health andsafetyapplies to premisesnot just to those parts giving access and egress.
