Glossary of Terms ABA – Applied Behavioral Analysis


ADA – Americans with Disabilities Act AFL – Alternate Family Living ALJ – Administrative Law Judge


CAP – Community Alternative Program


CAP C – Community Alternatives Program for Children in North Carolina – provides cost-effective home care for medically fragile children (through age 18) that would otherwise require long-term hospital care or nursing facility care.


CAP DA – Community Alternatives Program for Disabled Adults (age 18 and older) who qualify for nursing facility care to remain in their private residences.


CAP I/DD – Community Alternatives Program for individuals with Intellectual or Developmental Disabilities – this is the new name for the CAP MR/ DD waiver beginning November 1, 2011.


CAP MR/DD – Community Alternatives Program for individuals with Mental Retardation and/or Developmental Disabilities. In North Carolina there are two MR/DD waivers: the Supports Waiver and the Comprehensive Waiver. Both Waivers provide community services to individuals with developmental disabilities who live in their own home or reside with their family or guardian.

EFMP – Exceptional Family Member Program is a mandatory enrollment program for military families. The EFMP works with other military and civilian agencies to provide and coordinate medical, educational, housing, community support and personnel services to families with special needs.


FAPE – Free Appropriate Public Education


HCBS – Home & Community Based Services, as found in Social Security Act, Section 1915c, Medicaid Waivers.


HBOT – Hyperbaric Oxygen Treatment


ICF/MR – Intermediate Care Facility for individuals with Mental Retardation or related conditions IFSP – Individual Family Services Plan


IDEA – Individuals with Disabilities Education Act


IEP – Individual Education Plan LME – Local Management Entity


ISP – Individual Service Plan; this is the new name of the PCP beginning November 1, 2011


NC-SNAP – North Carolina Supports Needs Assessment Profile


PCP – Person Centered Plan


PIP – Partners In Policymaking provides leadership training for individuals with developmental disabilities and their families


QP – Qualified Professional


RESPITE – provides periodic relief for the family or primary caregiver


SABE – Self Advocates Becoming Empowered – a nonprofit self- advocacy organization


SELF DETERMINATION – process that differs from person to person according to what the individual determines is necessary and desirable to create a satisfying and personally meaningful life


SIS – Supports Intensity Scale, developed by the American Association on Intellectual and Developmental Disabilities; an assessment tool to determine support requirements for people with intellectual disabilities


SOCIAL CAPITAL – the amount of trust and “reciprocity” in a community or between individuals and in the relationships that arise from them


TBI – Traumatic Brain Injury VR – Vocational Rehabilitation
