The RAF’s Strategy
‘Placing the RAF individual at the heart of our plans as we strive to maintain sufficient, capable and motivated personnel to provide a resilient Air and Space Power contribution wherever and whenever required’.
he RAF has published its Strategy for People (S4P) and the People Campaign Plan (PCP), which underpins it.
These documents are comprehensive and detailed and cannot easily be summarised into a few short paragraphs. However, the extracts below will hopefully provide readers with an insight into the key areas of work that the Air Force Board Standing Committee have signed up to in order to achieve their stated aim above.
The RAF says of its people: ‘From our beginnings we have been blessed with well-motivated personnel with the agility to adapt to a constantly changing operational environment. This characteristic is at the heart of the RAF’s effectiveness, together with our core values: respect, integrity, service and excellence’.
The RAF aspires to have sufficient, capable and motivated personnel who will have access to: 1. Informed choice about their careers, Terms and Conditions of Service (TCOS), domestic accommodation and local services.

2. Simple, robust and flexible TCOS. 3. Fair pay, pensions and allowances.
RAF Strategic Personnel Priorities The following are enduring Strategic Personnel Priorities approved by the Air Force Board:
Full Manning Achieve and sustain full and balanced manning and employment within a robust and sustainable branch and trade structure, aligned with the Whole Force Concept.
Appeal Maximise the appeal of the RAF including the Reserve Air Forces.
Competitive Overall Package Maintain the competitiveness of the overall package of remuneration, services and amenities.
Training and Development Develop, train and educate resilient personnel who are ready to deliver on operations.
Valuing Contributions Invest in valuing the individual, the group, our civilian component, our veterans and our families.
Personnel Component of Capability Planning (Human Capability) Put people at the heart of capability planning.
Personnel Costs Maintain awareness of personnel costs across the Whole Force and the degree to which they are sustainable.
From Strategic Priorities to People Priorities
In an unpredictable and often dangerous environment our people give the RAF its Strategic Edge. The RAF therefore has the following People Priorities:
Full Manning and Employment We will meet the Defence Intent to provide force elements at the required readiness in a balanced, sustainable workforce mix. We aim to align periods of operational tours and the intervals between them in line with evidence of operational effectiveness and efficiency. We will work to preserve promotion flow and minimise holding periods. We are consolidating Interim Force 2015 (IF15) in a smaller number of locations against a demanding schedule in order to
