The Process of Providing SSFA As far as Service families are concerned, the arrangements for the provision of SSFA should equate, as far as possible, to the procedures for SFA. For example, an applicant applies for SFA in the normal way (by submitting the Form 1132 to the Housing Information Centre (HIC). If there is no SFA, the HIC will issue a Non Availability Certificate and instruct the contractor to source Substitute Accommodation. The contractor (through a Property Advisor) will then offer two properties.


Families may state preferences eg for a particular location, and (although strongly discouraged) they are allowed to find their own property (self-source). However, families should be aware that if their Property Advisor can source better value properties than the


one the family has chosen, the family may be asked to pay a personal contribution in addition to their Grade 1 SFA charge; payable every month throughout the period of occupation. The personal contribution should be shown on the Contractor ’s Property Acceptance Certificate so the Service person knows exactly what they are expected to pay before they sign to accept the property.


Once they have accepted a property, the Property Advisor will conduct the Move In (and latterly the Move Out) much like the DE Ops H Housing Officer. All applicants for SSFA are given Guidance Notes.


Final Thought DE Ops H goal is to reduce reliance on Substitute Accommodation. For SSFA, this


will be achieved through more effective management of our own stock, and by better forecasting which will enable us to either build new properties, or ‘bulk hire’ properties on a longer term lease. For SSSA, this will involve closer liaison with the Single Services so they can better manage their own accommodation.


Where we do continue to rely on Substitute Accommodation, we aim to ensure that the regulations are clear and transparent so Service personnel can have confidence that they are being treated fairly; we aim to provide an efficient service based on an open and partnering relationship with our Contractor; and we aim to ensure the provision of good quality accommodation which is also good value for money for the taxpayer. 

A Roll out


The roll out of the scheme will be in phased stages supported by local briefings at both strategic and tactical levels and by a dedicated PR plan. The roll out will be:


• fully in the South East by 30 Sep 09. • in the London area from 24 Aug, complete by 30 Oct 09.

cleaning scheme for use by the occupants of quarters in England and Wales has been developed, a pilot scheme undertaken and a review written. So what has been concluded?


Absolute success The pilot was considered a complete success, both in service delivery and financial terms, and on this basis the review team support the intention to extend the scheme to all occupants of Service Family Accommodation (SFA) in England and Wales serviced by MODern Housing Solutions. (This would leave those in PFI accommodation and SSFA to make alternative arrangements.)
