Who Cares? W
Group Captain Mark Heffron, DACOS J1 PJHQ explains what it is that J1 does and why we should care.
hat do the J1 Staff at the Permanent Joint Headquarters (PJHQ) actually do? What does
PJHQ do? Who cares?! Well, many do care and we all should care, as the J1 staffs are responsible for much of what goes on in support of operations.
PJHQ is the Command Headquarters (HQ) for all operations around the world and therefore staff there carry out planning for operations, and then oversees those operations. As part of this HQ, J1 look after all Service personnel assigned to those operations no matter where in the world they might be. Of course, to achieve this, we work closely with the three
Front Line Commands. In the RAF’s case this is HQ Air Command at High Wycombe. We do not actually make the policy, but do have a great deal of influence as to how it is shaped which is important as it is up to us to make that policy work on the ground on a day-to-day basis..
So what does all that actually mean? Well, it’s simple. We sort out in terms of manpower, who is required to fill what posts on any operations. We then create all the computer entries which ensure that someone filling one of these posts in Afghanistan or anywhere else in the world, receives all the support they are entitled to; this includes the correct pay, appropriate allowances and welfare support.
We also run the contracts with NAAFI, British Forces Broadcasting Service (TV, Radio and the shows sent to entertain all from time to time), Paradigm phones (the free phone calls each week), fitness equipment, internet connectivity for those emails back home, links to the Joint Personnel Administration (JPA) system and support all deployed military personnel. We even ensure that all personnel receive the appropriate Padre support. On a more sombre note we are also responsible,
for the contract to repatriate our deceased colleagues; you will have seen the TV pictures from RAF Lyneham, and will have read in previous articles in Envoy just how seriously we take this responsibility.
We do it all with a staff of 21 who are dedicated to making life for our people deployed on operations from all three Services as good as possible. We cannot provide everything that everyone wants, but when on operations it is bound to be tough and uncomfortable from time to time! Nonetheless, we are dedicated to looking after all and are always available to assist. We have our own people in operational theatres and do link into the RAF, so the staff at HQ Air Command certainly know what we do! Now you do too!
