Where Are All The Police? – An Analysis of Police Resources

• Training 2% • Other (such as catering and stores/supplies) 1%

The profiles show that there are wide variations in costs and the use of staff between forces. Some forces have: • more than three times as many HR staff per 100 total staff as others. • more than twice as many control room staff per 1,000 residents as others. • more than three times as many PCSOs per 1,000 residents as others. • more than twice as many community officers per 1,000 residents as others.

REVIEW OF THE HMIC REPORT BY THE THIN BLUE LINE UK

In our previous reports, we have warned about the low frontline officer numbers. Now that the HMIC & Audit commission reports have confirmed that the actual “Visual” officers available for frontline policing is as low as 10% of the total warranted officer numbers, we have taken the percentages provided by HMIC and applied them to population and crime incidents to arrive at the real picture of police officers available to respond to public calls for assistance.

The findings are alarming. Figure 4

British Crime Survey & Other Home Office Documents show:

143,769

54,065,000 4,278,530

376 (per warranted officer)

Police Force Strength (England & Wales) as at 31st March 2009

Population in England & Wales in 2009

Members of the public per police officer

30 (per warranted officer) Recorded crimes per police officer

Following the HMIC/Audit Commission disclosures, the true picture is:

143.769  54,065,000

Recorded Crime : England & Wales 2009 4,278,530

3,831 (per “visible frontline officer)

303 (per “visible frontline officer)

We extracted the percentage of the warranted officer totals that were visibly on duty for three example shifts
