spill near the Irving Canaport termi- nal in Saint John, N.B., would result in crude being washed up and down the entire bay coastline twice daily by tides of up to 21 metres. A 480-kilometre extension con-


sisting of 762-millimetre (30-inch) pipe would add less than 10 per cent to the cost of the west-east oil pipeline and could deliver more than 600,000 bbls/d of upgraded bitumen to Canso for export. The Chronicle Herald has report-


ed that the Indian firm H-Energy of Mumbai recently secured an option to buy land for an LNG plant and export terminal at Canso. A business case based on lower


marine shipping costs, reduced marine accident risk, viability of the Dartmouth refinery, improved crude export efficiency and reduced potential for environmental damage should easily justify the cost of ex- tending an Energy East pipeline to Canso Straight. These reasons favour the Strait


of Canso Superport as the main Atlantic Canada port for the ex- port of Western Canadian crude to South America, Europe, Africa, and western Asia through Suez, using Suezmax tankers and VLCC/ULCC tankers around Cape Horn. Saint John’s Canaport is bet-


ter situated and better suited to ship crude, refined products and petro-chemicals to the U.S. Eastern Seaboard, the Gulf Coast and Latin America through Panama, using smaller Panamax and Suezmax tank- ers because VLCCs are too large to dock at most Gulf Coast ports.
