liminary data for 2012 demonstrate the beginning of a downward trend in pre- mature births in Texas. The rate fell from 13.3 percent in 2008 to 12.4 percent in 2012. Texas infant deaths per 1,000 live births are also down from 6.1 in 2008 to 5.5 in 2012.

The 2013 legislature provided DSHS an additional $332 million in mental health and substance abuse funding that Dr. Lakey says will help the department “improve services by reducing waiting lists for community mental health ser- vices and expanding treatment options.” Mental health funding includes $4 million to improve mental health servic- es for veterans; $5 million to enhance prevention and early identification of mental illness in school-age children; $25 million for additional crisis services to be provided by local mental health authorities; and $25 million to promote public-private partnerships to improve mental health care delivery and services in the state. Data from the state health depart- ment show 2.6 percent of Texas adults aged 18 and older and 5 percent of chil- dren aged 9 to 17 suffer from serious mental illness. Substance use disorders affect 1.4 percent of Texas adults aged 26 and older, 5.8 percent of Texans aged 18 to 25, and 4.4 percent of adolescents aged 12 to 17. USPSTF: Screen all pregnant women for gestational diabetes


In January, the U.S. Preventive Services Task Force (USPSTF) recommended that all women be screened for gestational diabetes after 24 weeks of pregnancy. “Diabetes that begins during pregnan-


cy can cause serious health problems for expectant mothers and their babies,” said USPSTF Chair Virginia A. Moyer, MD. “The good news is that screening all women after 24 weeks of pregnancy is simple and can result in better health outcomes for both the mother and the baby.”


USPSTF estimates 240,000, or about


7 percent, of the approximately 4 million women who give birth each year devel- op gestational diabetes. The condition is on the rise as obesity, older age, and other risk factors become more common among pregnant women. The task force recommends screening for gestational diabetes after 24 weeks of pregnancy in all women who do not have symptoms of the condition. Screening and treatment lower the


risk of preeclampsia and other compli- cations of pregnancy, labor, and delivery. Treating diabetes during pregnancy can also prevent babies from growing larger than normal, which can lead to birth injuries. “All women should talk to their doc- tors … about actions they can take before becoming pregnant to improve their health,” Dr. Moyer said, “including maintaining a healthy weight, quitting smoking, and managing any chronic conditions.”
