New meters to measure rolling stock energy consumption
The number of European Union (EU) countries where consumption of traction electricity by rail vehicles is determined on the basis of the amount of electricity actually consumed is growing continuously. As part of the deregulation of the European railway transport market, the EU has developed legislation which lays down transparent and clear conditions for all rolling stock operators to measure energy consumption. Once the European Directive 2008/57/EC has been transposed into the legal systems of the EU’s member states, energy meters which comply with the relevant standards will be installed on rail vehicles, and the data these devices collect can be used to determine actual energy consumption.
The conditions for operating rolling stock are continually being tightened to reduce costs and improve reliability and environment protection. So it is evident that the need to comply with the new legislation for the installation of energy meters also conforms to the development of the European railway market. The ability to capture accurate energy consumption data will improve operating efficiency by saving energy and making it
possible for operators to: improve operational planning, compare energy consumption of
economic driving techniques, plan investment in rolling stock
renewal, and increase competitive strength.
Following this trend, UniControls has
developed its ELM-101 and ELM-201 energy meters which are designed to measure energy consumption on rolling stock (and in other industries, where consumption monitoring is required). Both energy meters have been successfully certified by the CMI’s accredited testing laboratory, and thereby fully meet the relevant standards and regulations. The certification was carried out according to the MID’s directive, and consequently the certificate is valid throughout Europe. The meters are able to measure the amount of active and reactive energy and power consumed and recuperated.
The ELM-101 energy meter is designed for both single- system and multiple-system rail vehicles and for both AC and DC traction. It is equipped with a two-line VFD display which provides a visual indication of actual traction energy usage (AC or DC) and visual and pulse signals of energy
specific vehicles, encourage train drivers to adopt more
consumed. The ELM-101 energy meter is able to save data without the need to be connected to a power supply, and features hardware protection of firmware and calibration constants against overwriting, and multi-stage software protection of parameters and data. The meter is also equipped with a serial interface for connection to an external telecommunication unit.
The energy meter has an accuracy of 0.2, and can work in temperatures ranging from -40°C to +70°C according to EN 50155 Class TX.

The ELM-201 energy meter is a complete device which contains, in addition to all the functionalities of the ELM- 101 energy meter, a TLR-2 communication unit, which is known to many users. The combination of these two devices produces a compact solution for measuring rolling stock energy consumption. Besides measuring consumption, this device is able to mark the measured data with GPS position and GPS synchronized time, and transfer the data via GSM-P or GSM-R, which is increasingly used in Europe, to stationary servers for further processing. The communication unit of the energy meter also contains Ethernet, CAN and serial
interfaces. The
energy meter with the communication unit is equipped with a wide-band power supply which further expands its applicability to various
rail vehicles.
