City Government S
an Juan Capistrano is a general law city, governed by fi ve elected, part-time City Council members who direct a city manager. The city has about 100 full-time employees and a
general fund budget around $20 million. The Orange County Sheriff’s Department provides police
services to the city under a contract with the county, while the city is a part of a joint-powers agreement that manages the Orange County Fire Authority. The city provides water service. Another contract with the county provides for the San Juan Capistrano Regional Library, which was designed by Michael Graves. The San Juan Capistrano City Council meets the fi rst and third
Tuesday of each month at 6 p.m. in the Council Chambers at City Hall, 32400 Paseo Adelanto. The current Mayor is Larry Kramer (term expires 2014), the
council includes John Taylor (term expires 2014), Laura Freese (term expires 2012), Derek Reeve (term expires 2014) and Sam Allevato (term expires 2012). The city does not have term limits. See
