In the cost of running a billing operation, the budget is spread out among many different departments. And so it’s difficult to find one person at a carrier who would really understand all of the costs across all the different areas that are impacted by total billing operations and it’s easy to touch one owner of one piece and have them not really understand or underestimate the other components of cost.
