strategic goals, the challenges it faces and the opportunities that lie ahead. Te QNV tries to balance Qatar’s unique culture and traditions with the need for increasing modernity and strong, solid economic growth.


In June 2008, the Emir, HH Sheikh Hamad bin Khalifa Al-Tani, gave his approval to the vision. “Comprehensive development is our main goal in striving for the progress and prosperity of our people,” he said. Te QNV is based on the guiding principles of the constitution and the directions of Sheikh Hamad bin Khalifa Al-Tani; Crown Prince of Qatar, HH Sheikh Tamim Bin Hamad Al Tani and HH Sheikha Mozah Bint Nasser Al-Missned, the Emir’s influential second wife; as well as on the results of extensive consultation with government institutions as well as local and international experts.


Te national vision builds on a society that promotes justice, benevolence and equality. It embodies the principles of the constitution which protects public and personal


freedoms; it promotes moral and religious values and traditions and guarantees security, stability and equal opportunities.


Te vision lists five major challenges facing Qatar’s development path: l Modernisation versus preservation of traditions l Balancing the present and future generations’ needs l Managed growth and uncontrolled expansion l Size and quality of expatriate labour l Economic growth, social development and environmental management


Four Pillars Te guiding principles of the QNV are based on four interconnected pillars: Human Development: Development of all people to enable them to sustain a prosperous society. Social Development: Development of a just and caring society, based on high moral standards, capable of playing a significant role in the global partnership for development. Economic Development: Development of a competitive, diversified economy capable of securing a high standard of living for all. Environmental Development: Creating harmony between economic growth, social development and environmental protection.


From a real estate perspective, the next two decades represent an enormous opportunity for Qatar to flourish. Te FIFA World Cup 2022, as the biggest sporting event in the world, will require a number of world-class stadiums and dozens of new hospitality, leisure and retail outlets to meet the needs of visiting fans.
