From the Field: Mayagüez (P.R.) Chapter Mayagüez Chapter members wel- comed home soldiers from the 1st Battalion, 296th Infantry Battalion, Puerto Rico Army National Guard, after they returned from a peacekeep- ing mission in Kosovo. Members host- ed a day of fun for soldiers and their families, with the chapter providing a welcome-home banner and clowns to entertain the kids.
Lt. Col. Edwin Vargas, USA-Ret., chapter vice president, says mem- bers wanted to show their apprecia- tion to the 296th, which is based in Mayagüez. At least a dozen battalion members belong to the chapter.
Southside Virginia Chapter Southside Virginia Chapter mem- bers awarded five MOAA Leadership Medals to Junior ROTC cadets and presented 11 Roper Memorial Schol- arships to graduating high school seniors during a ceremony at the Vir- ginia War Memorial in Richmond, Va. Caroline T. Roper bequeathed to the Southside Virginia Chapter money to make these scholarships possible. The chapter established the fund in 1998 to honor Roper and her family. Since its inception, $140,000 in scholarships has been presented to 126 students who have a family mem-
ber who is currently serving in or re- tired from the armed forces.
Minnesota Chapter Minnesota Chapter members, the Department of Minnesota Reserve Officers Association, and the U.S. Air Force Reserve’s 934th Airlift Wing dedicated a wall honoring Minneso- tans killed in Iraq and Afghanistan. Chapter member Lt. Col. John
Nowicki, USA-Ret., came up with the idea to build a memorial wall, and members worked for more than two years to make it a reality. Members of the Minnesota Chapter and the Department of Minnesota Reserve Of- ficers Association funded the project. The wall is at the 934th Officers’ Club at Fort Snelling in Minneapolis.
North Carolina Council Col. Frederick Black Sr., USA-Ret., North Carolina Council of Chapters president, was the spokesperson for 11 organizations in the North Caro- lina Veterans Council (NCVC) during the “Veterans Day at the North Caro- lina General Assembly” event. Black says NCVC members con-
vinced state legislators to restore a state scholarship fund for the children of disabled servicemembers and those killed in action. NCVC members also asked legislators to create a Depart- ment of Military and Veterans Affairs, support veteran contractors, enhance property tax exemptions for disabled veterans, and provide equal tax treat- ment for government retirees.
