what can be done to cut that in the next decade and beyond. Included in his speech were prom- ises to advance the development of biofuel technologies and to realize the advantages of the resources that exist within the nation’s borders, specifically, natural gas, which Obama encouraged responsible development practices for this natural resource. School Bus Ads in Florida May Come with Legal Issues As of this writing, the Florida legislature was considering an amendment to a current state

code that allows ads to be placed on the outside of school buses. But more importantly, a legislative review of one of the bills being discussed may have potential legal issues in regards to First Amendment rights. Te issues began with the review of a 1974 U.S. Supreme Court ruling that interior advertising space on city transit systems does not constitute a public fo- rum. Tose opposing the bill, which includes NASDPTS and the Florida Association for Pupil Transportation, have published position papers available at www.stnonline.com/go/786 and www.stnonline.com/go/787, respectively. STN will continue to follow these developments.
