that means consistently enforcing strict rules for the acceptance of dangerous goods cargo. “When a forwarder delivers a dangerous goods shipment
to one of our counters we have very detailed acceptance sheets which have to be completed. There is not much leeway. A shipment is either safe for shipment or it is not,” she said. “We cannot delegate responsibility for ensuring that a shipment is safe and we accept that.” Asked how Lufthansa Cargo handles the acceptance of
dangerous goods in fast-developing markets such as China where it might have to deal with new customers who are not familiar with all the requirements, Ebeling said it is important to apply the same criteria as those used elsewhere in the world. “Before a forwarder in an emerging market starts to
transport dangerous goods, it has to go through the same certification procedures as forwarders in developed countries,” she said. “We may collaborate a little bit more with them in the beginning just to make things run more smoothly. But we trust that when the authorities of a country or IATA say someone is able to transport dangerous goods, they are able to fulfil all the criteria – and we have every opportunity to check that with our procedures.” Efforts to ensure the safety of dangerous goods being
shipped by air are also sometimes hampered, or at least complicated, by the implementation of security measures. One example quoted by an industry source was where a
properly packaged dangerous goods shipment was opened for a security inspection but then could not be properly resealed. Another involved an instance
where a hole was made in a dangerous goods package so a ‘sniffer’ machine could test what substances were inside. “It is one of our frustrations
from the dangerous goods side that unfortunately security tends sometimes to look at things in isolation without considering their impact on safety regulations,” confirmed IATA’s Brennan. On the subject of dangerous

goods packaging, Emirates SkyCargo’s Bala said that in some parts of the world shippers might not be able to locally source the appropriate material for a particular type of shipment even if they knew what was required. “In my capacity as advisor to the UAE government I have
suggested that we should find companies who supply that type of packaging material and put them on an approved or recommended list so people can see where they can be obtained,” he stated.
