sions adopted for that purpose;


• prepare and submit a draft working programme (developed from the strategic plan of action) with a draft budget, for ap- proval by the Committee of Directors, ;


• implement the AMCOD Programme and manage its budget under the supervision and control of the Committee of Direc- tors;


• •


supervise, evaluate and follow-up all AMCOD programmes and activities;


see to it that decisions of the Council of Ministers are imple- mented;


• develop and implement a strategy for mobilizing AMCOD re- sources;


• ensure the smooth execution of contractual arrangements concluded between technical and financial partners and AM- COD;





co-ordinate all activities of the AMCOD Permanent Executive Secretariat;


• ensure the responsible management of the Permanent Ex- ecutive Secretariat;


• serve as the spokesperson of the Conference of Ministers whenever mandated by the AMCOD Chairperson; and





implement all directives and instructions given by the Confer- ence of Ministers or AMCOD Chairman.


Qualifications Candidates must have at least a Masters degree in Law, Ad- ministration, Management, Economics, Project Management or a related field.


Work Experience • candidates must have at least 10 years of work experience; •


management experience within international organizations at recognized institutional levels (department or its equiva- lent); and


• experience in the management of relations with high-level institutional officials in international pan-African bodies and national Governments.


Other Relevant Skills • good mastery of the challenges of decentralization and local development in Africa;


• thorough knowledge and proven experience in the field of de- centralization and local development in Africa.


• a perfect mastery of the present-day working of the African operational mechanism on Decentralization/Local Develop- ment and of its evolution (stakeholders, funding, etc.);


• experience in the management of continental and sub- regional projects (calls for tender, contract management, agreements and partnerships, prospecting for funding, team management and assessment, project budgeting, etc.);

Working Languages


A good knowledge of at least 2 (two) African Union working languages is indispensable; knowledge of another African Union language would be of an added advantage.


Age Requirements


Candidates must be at least 35 years old and at most 65. Contract Period


Recruitment will be based on a fixed-term contract for a period of 5 (five) years, renewable once, subject to satisfactory per- formance.


Gender Mainstreaming Female candidates are strongly encouraged.


Nature and Composition of the Application File The Application file shall include:


photocopies of originals of university diplomas and certificates; a detailed and signed curriculum vitae of applicant; and letter of interest addressed to AMCOD Chairman indicating the candidate’s desire and reasons for applying for the position of Permanent Executive Secretary.


Remuneration


Remuneration shall be on a competitive basis for similar posi- tions at Pan-African level.
