VACANCY ANNOUNCEMENT FOR THE POSITION OF AMCOD PERMANENT EXECUTIVE SECRETARY


The Chairman of the All Africa Ministerial Conference on Decen- tralization and Local Development (AMCOD), Minister of State, Minister of Territorial Administration and Decentralization of the Republic of Cameroon, hereby informs nationals of African Un- ion Member States of a vacancy for the position of Permanent Executive Secretary at the AMCOD Headquarters in Yaounde, Republic of Cameroon.


Applications for this position must comply with the following terms of reference and are expected at AMCOD Headquarters up to 20 April 2011, latest.


TERMS OF REFERENCE FOR THE RECRUITMENT OF THE PERMANENT EXECU- TIVE SECRETARY OF THE ALL AFRICA MINISTERIAL CON- FERENCE ON DECENTRALIZATION AND LOCAL DEVEL- OPMENT (AMCOD)


Context AMCOD was born from the initiative of African Ministers in charge of Decentralization, meeting on the sidelines of Africities 2000 Summit at Windhoek, Namibia. The AMCOD Constitu- ent Assembly was held in Yaounde, Republic of Cameroon, in December 2003. The process of its aligning it with the African Union’s governing bodies is based on Decision No. Dec/AU/As- sembly 158 (VIII) of African Heads of State, meeting during the January 2007 Addis Ababa Summit.


The primary mission of AMCOD is to promote formal discus- sions among African countries centred on decentralization and local development.


During the AMCOD Extraordinary Session, held on 30 Sep- tember 2010 in Yaounde, its constitution was amended. One fundamental innovation was the establishment of a Permanent Executive Secretariat alongside the two other bodies planned originally, namely, the Conference of Ministers and the Commit- tee of Directors. The aim was to provide AMCOD with a new technical and administrative tool that would permanently guaran- tee the continuity and day-to-day management of AMCOD and having the right expertise to facilitate the proper implementation of its Action Plan.


By Resolution No. 04/RES/AMCOD/ES1/09.10 adopted on 30 September 2010, during the AMCOD Extraordinary Session, the Conference of Ministers mandated the AMCOD Chairman, with the assistance of the Committee of Directors, to recruit a Permanent Executive Secretary by way of international vacancy announcement open to nationals of only African Union Member States.


Pursuant to this mandate, a vacancy announcement was pub- lished for the recruitment of AMCOD Permanent Executive Secretary whose job description, qualifications and recruitment procedures are as follows:

Main Duties and Responsibilities The AMCOD Permanent Executive Secretary shall: • manage the secretariat of the meetings of the Conference of Ministers and the Committee of Directors, and may take part in deliberations, only when items concern his status, salary and interests;


• prepare a periodic report on the state of decentralization in Africa;





facilitate collaboration between AMCOD, its partners and other similar institutions;


• co-ordinate the implementation of AMCOD programmes with those of the African Union, Regional Economic Com- munities and United Nations agencies in Africa, as well as programmes and activities carried out by governmental and non-governmental organizations;


• •

• maintain close relations with partner organizations;


identify the challenges and stakes of decentralization, good governance and development at the local level;


• foster cooperation among African countries in accordance with AMCOD programme ;


foster cooperation with other ministerial conferences;


prepare guidelines and standards for implementing the vari- ous components of AMCOD programme ;


develop methods and strategies to design effective AMCOD programmes at sub-regional, regional and continental levels, and to include them in African Government National Plans and Country Strategy Papers;


• make proposals for the proper functioning of AMCOD or- gans and the optimal achievement of its objectives;


• develop programmes, strategies and draft rules and guide- lines to be submitted for approval by AMCOD Ministers ;


• plan and assess the work of the AMCOD Permanent Execu- tive Secretariat with regard to organizational objectives and programmes;


• prepare AMCOD draft annual budget and action plan; • prepare a draft AMCOD Internal Rules and Regulations; • keep and conserve AMCOD documents and records; • present the annual management accounts; • administer and manage the resources granted to the AM- COD Permanent Secretariat under the supervision of the Committee of Directors.
