FORMER SECRETARY OF STATE GEORGE P. Shultz introduced Admiral Gary Roughead in our Theatre on a Wednes- day evening, 16 February 2011, with a packed house of interested, intellectually curious Marines’ Memorial and World Affairs Council members and guests in the audience. Admiral Roughead became the 29th Chief of Naval Operations in September 2007. His previous tours have brought him to speak here three times when he was the Commander of the US Pacific Fleet and CNO. He is one of only two officers in history to command both US Naval fleets in the Pacific and Atlantic.
In his remarks, Admiral Roughead provided some interesting statistics. The US Navy today consists of 286 ships, the smallest Fleet since 1916 when US
global responsibilities were miniscule compared with today. The Navy has 327,000 sailors in the active service and 65,000 in the Reserves. This size Navy is coping with the globalized world where our nation’s goods, resources, and even our electrons, move over the world’s oceans.
He spoke about the changing secu- rity environment and the role of sea power in our National Security Strat- egy. He said that the Navy has recently reactivated the US 10th Fleet to cope with the cyber threat. The 10th Fleet was last active to cope with the German submarine threat in World War II. In the Audience Question Period,
Admiral Roughead replied to a ques- tion about whether or not the Navy was suppressing the sailors’ daily use of social networks for security reasons. His answer was educational: He described how the Navy is actually encouraging the sailors to work with Facebook and Twitter as a means to increase the command- ers’ situational awareness. He told the story of last year’s floods in Milling- ton, Tennessee, where the Navy’s understanding of how to deal with the cri- sis was significantly improved through use of Facebook and Twitter.
