session in Richmond, when they lobby their state legislators. Prior to storming the state capitol, VCOC members work with the state’s Joint Leadership Council (JLC) of Veterans Service Organizations and establish a list of common legisla- tive goals, usually including legisla- tion to help disabled veterans and wounded warriors. This year, working in conjunc- tion with the JLC, VCOC members helped pass legislation that will provide real estate tax exemptions to 100-percent service-connected disabled veterans, without means testing. Although the bill passed, it requires an amendment to the state constitution and therefore must be approved by Virginia’s voters. Another legislative victory saw
the state continue to provide level funding for the Virginia Wounded Warrior Program, to the tune of $2 million a year for the next two years. The program was established in 2008, following a successful lobby- ing effort to assist veterans and their families who are dealing with PTSD and traumatic brain injuries. “Initially, a lot of people didn’t un-
derstand why we needed a Wounded Warrior Program here in Virginia,” says Col. Sam Wilder, USA-Ret., VCOC president. “They said federal programs like the VA should be tak- ing care of these people. But the real- ity is people fall through the cracks … and we have a responsibility to help them, even at the state level.” Members of the Texas Council of
Chapters (TCOC) agree. The TCOC, working in conjunction with the Texas Coalition of Veterans Orga- nizations (TCVO), advocates in the state legislature for disabled veterans and wounded warriors. In 2009, members helped pass
