act as a seabase and, based on the vessel’s capacities, support army, air force and coast guard units. The ship will also have the ability to provide transport and medical support (prepared to NATO Role 2 standard) to civilian authorities.” To support the project approvals

process, a concept baseline was developed in conjunction with ship design consultancy LMG Marin. Designed to commercial standards, this illustrative double-hull design is 155m in length, displaces 15,000tonnes, designed to maintain a speed of 20kts in Sea State 3, and able to sail 10,000nm un-refueled at 16kts. Capacities include 5650tonnes

(threshold) F75/76 fuel, 200tonnes (threshold) F44 aviation fuel, 35tonnes lubricant, 105tonnes fresh water, 25 TEU containers and 200tonnes of ammunition. “Both payload weight and

payload volume are design drivers,” said Commander (SG) Irgens. “We also require liſt-on/liſt-off and roll-on/roll-off [Ro-Ro] capabilities.” Characteristics of the concept design

include two dual replenishment at sea stations (fitted port and starboard), two light jackstay transfer systems (port and starboard), astern refuelling, a 60tonne capacity crane for load-on/load-off, and aviation facilities to enable vertical replenishment and helicopter in-flight refuelling. A single NH90 helicopter can be accommodated in a hangar space integrated within the ship superstructure block, while a ramp in the stern quarter provides Ro-Ro access to a 450 lane metre stowage deck for light vehicles. While the basic design adopts

mercantile standards, military features are applied in a number of areas. These include an NBCD citadel, a

shock-resistant keel, separate main machinery compartments, redundancy in propulsion, power and fire fighting systems, splinter protection (bridge and wing tanks) and signatures (cavitation and degaussing). According to Commander (SG) Irgens,

the NDLO plans to issue an Invitation to Tender to shortlisted bidders in early 2011. “Our plan is to go out to international competition and award a single contract to a prime contractor at the end of 2011. Ship delivery is scheduled to occur 42 months aſter contract award.” Project 2513 has been budgeted at

NOK1.2 billion (US$188.8 million). According to Cdr (SG) Irgens, candidate bidders will be provided with the preliminary design solution as embodied in the concept baseline “but this is not a build-to-print…the concept baseline ‘as is’ is unlikely to be the end result.” WT
